Main Purpose of Job
The Administrative Officer II will work in accordance with
the Water and Science Administration to perform inspection, enforcement and
compliance activities related to water pollution control from point and
non-point sources, and to impact the State’s wetlands, waterways and 100-year
floodplains. The Administration is responsible for initiating and processing
enforcement and compliance actions related to sites with National Pollution
Discharge Elimination System (NPDES) permit coverage. The activities to be
funded through the CBRAP grant are intended to enhance the Administration’s
current activities to perform inspections and enforcement activities to ensure
compliance with NPDES Discharge Permits. The Integrated Compliance Information
System (ICIS) data entry and quality assurance and quality control (QA/QC)
staff for this project will enter NDPES permit, inspection, single event
violation for major facilities, enforcement and Discharge Monitoring Report
(DMR) data into ICIS in accordance with EPA’s established time frames. Single
event violations that occur at major NPDES facilities including unauthorized
discharges and violations determined during Compliance Evaluation or Compliance
Sampling inspections were not routinely entered into ICIS due to resource
constraints. Single event violations that occur at minor facilities are not
currently required to be entered into ICIS.
In accordance with the CMS Grant Work Plan, MDE will
continue to enter sanitary sewer overflow (SSO), combined sewer overflow (CSO)
and bypass data on its Webpage that EPA can use at any time to gather data
about the aforementioned single event violations. This position will function
as ICIS staff for this project and will implement the Compliance Programs,
Standard Operating Procedures for conducting QA/QC to ensure that timely and
accurate data is being entered into ICIS.
In accordance with the Code of Federal Regulations Parts 9,
122, 123, et al. National Pollution Discharge Elimination System (NPDES)
Electronic Reporting Rule that requires regulated entities to electronically
submit NPDES compliance monitoring reports and notices to their authorized
NPDES program or to EPA through the National Environmental Information Exchange
Network, this position will assist in the effort for facilities to comply with
the electronic submission of all required DMRs.
MDE will use reports from ICIS to track the activities
performed by this ICIS data entry and quality assurance and quality control
(QA/QC) staff and provide semiannual reports to EPA about those activities.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)
