Introduction
The Maryland State Retirement Agency is the
administrator of the Maryland State Retirement and Pension System (“System”).
The System is a defined benefit retirement system covering governmental
employees within the State of Maryland. The System is a multi-employer, public
employees’ defined benefit retirement system composed of twelve (12) separate
retirement and pension systems with over 50 different rule sets. The System has
over 397,000 participants(customers), including 192,000 members who are
actively employed and participating in the System, 165,000 payees who receive a
monthly payment from the System, and 40,000 vested members who are no longer
actively employed but have earned a benefit that will become payable at a future
date.
This Management Service
position serves at the will of the Executive Director of the Maryland State
Retirement Agency.

Main Purpose of Job
POSITION DUTIES
Accounts Receivables - Plans, directs, and administers the systems accounting and ledger maintenance of direct billing and collections of Employers Contributions; Member Contributions; Administrative Fees; Automatic Enrollments Penalties; Employer Payroll adjustments: and any other funds owed to the Maryland State Retirement and Pension System in accordance with applicable laws, rules, regulations, policies, and procedures.
Accounts Payables - Plans, directs, and administers the systems accounting and ledger maintenance of processing and payment of the agency’s administrative and operating expenses, investment management fees and expenses, and Major IT Development project costs in accordance with applicable laws, rules, regulations, policies, and procedures.
Employer Liaison Services – Assist the Chief Operating Officer and Deputy Chief Operating Officer with addressing inquiries, requests for information, coordination of entry of new participating employers or withdrawal of existing employers and the related billing and collection of new entry assets/liabilities or withdrawal liabilities due to the Maryland Pension Trust Fund.
MINIMUM QUALIFICATIONS
Experience: Four
years of experience overseeing and directing the day-to-day operations of an
agency’s Fiscal Accounting Unit. Can examine, to ensure efficient, effective, and accurate
maintenance of multiple general ledgers and subsidiary ledgers including, but
not limited to, cash receipts and disbursements, records, and reports by
applying generally accepted accounting principles (GAAP) with three years of
advanced duties in Account Receivable, Account Payable, and Fixed Assets &
Inventory Control.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will
be given to applicants who possess the following preferred qualification(s).

years of Workday experience with direct oversight and direction of the agency’s
employee Timekeeping and Payroll Processing.
At least 3 years performing Account
Receivable, Account Payable and Fixed Assets & Inventory Control
At
least 4 years of demonstrated Fiscal Accounting supervisory experience.
