Main Purpose of Job
The Regulatory and Compliance Engineer II will serve as
an Engineer in the Groundwater Discharge Permits Division to process industrial
and municipal facilities (individual and general) groundwater discharge permit
applications, draft permit requirements, and manage the permit
project through the final decision to issue or deny a permit. The
work may include reviewing project hydrogeological reports and onsite system
design, evaluating groundwater quality requirements and treatment systems and
preparing the groundwater discharge permit. The incumbent may prepare fact
sheets, public notices and written responses to comments, meet with applicants
and interested parties and conduct and participate in public meetings.
This position may include general permit development assignments and working closely with compliance staff on issues involving violations of State groundwater regulations.
Working conditions of the position include:
- Work involves infrequent exposure to uncomfortable or unpleasant surroundings. Regular site visits of wastewater treatment plants where unpleasant odors may exist.
- Work involves exposure to hazardous conditions which may result in injury.
- Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc.
- Work requires the use of personal protective equipment. When conducting site visits, the incumbent may be required to wear steel-toe shoes, safety goggles, and hard hats.
This position requires the incumbent to drive a State vehicle. If you
maintain an out-of-state driving license, you must provide a certified copy of
your driving record for the appropriate Motor Vehicle Administration at time of
appointment. Individuals must maintain a driver's license with no more than 5
points on their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste, resource conservation, environmental protection, public health and safety, or related areas for the required education.
2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and experience.
4. Candidates may substitute U.S. Armed Forces military Service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following: Engineering degree (s) in one of the following disciplines:
§ Civil;
§ Environmental Engineering.
It is preferred that the selected candidate has the following:
§ Experience managing multiple tasks or projects;
§ Experience writing technical documents and/or previous coursework in technical writing;
§ Proficiency in Microsoft Office Suite;
§ Proficiency in Geographic Information Systems (GIS).
