Main Purpose of Job

The mission of the Department of Juvenile Services is to transform young people’s lives, create safer communities, and forge more equitable systems through community-based partnerships that hold youth accountable while building on their strengths and support systems.

The main purpose of this position is to function as a personal secretary and to perform all administrative support responsibilities to the Secretary (the Secretary) and Assistant Secretary/Chief of Staff (the Assistant Secretary/Chief of Staff) of the Department of Juvenile Services in support of achieving the Department’s mission. The incumbent interprets administrative decisions and policies to other members of the staff and transmits instructions with the authority of the Secretary and the Assistant Secretary/Chief of Staff. The incumbent acts as an intermediary for the Secretary and the Assistant Secretary/Chief of Staff and maintains frequent contacts with executive staff, the Secretary’s and the Assistant Secretary/Chief of Staff’s direct reports, DJS employees in skilled, professional, and management service, leaders of other state agencies, legislators, system and community stakeholders, and the general public.

This position will also be responsible for receiving and screening all incoming desk/office calls to the Secretary's and Assistant Secretary/Chief of Staff’s office and providing assistance, utilizing independent judgment, to prioritize, channel, and facilitate communication with the Executive Staff; making travel arrangements for the Secretary; maintaining the appointment schedule and calendar for the Secretary and Chief of Staff; and ordering supplies for the Exec Staff.

Lastly, this position will coordinate and/or support any special projects for the Secretary and Chief of Staff as assigned.

The incumbent will supervise an administrative assistant to help with the performance of the above duties.

POSITION DUTIES

• Relieves the Secretary and the Assistant Secretary/Chief of Staff of operational details by screening visitors and callers; arranging for appointments and interviews; maintaining important schedules, expense accounts, confidential records, and files
• Composes correspondence to meet all deadlines; demonstrates written skills through use of correct grammar and accurate presentation of facts. Obtains material from a variety of sources to be used for reports and executive summaries. Uses a personal computer to type manuscripts, correspondence, tables, charts, graphs, and forms from corrected copy, rough draft, or oral instruction
• Works closely with Executive Associates of DJS Deputy Secretaries to ensure adequate support for the core executive team and work collaboratively with the executive support team
• Supervises an Administrative Assistant

MINIMUM QUALIFICATIONS

Education: High School diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission Regulation.

Experience: At least five (5) years of experience providing administrative support to an executive-level leader in the public sector.

DESIRED OR PREFERRED QUALIFICATIONS

• Experience using Google applications; and Microsoft Suite applications: Word and Excel
• Experience supporting one or more senior-level executives
• Experience working collaboratively with internal and external stakeholders; to include
executive staff, legislative staff, the general public, vendors and/or constituents
• Excellent planning and organizational skills and ability to multitask
• Experience meeting multiple deadlines – both short- and long-term
• Excellent written and verbal communication skills
• Stellar attention to detail
• Experience drafting correspondence, data entry, and/or reports
• Experience supervising administrative staff

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard on a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
