POSITION DUTIES
Working under the direction of the Assistant State Superintendent of Educator Certification and Program Approval, the main purpose of this position is to manage educator data, including the coordination of data collection and reporting for all programs related to educator recruitment, preparation, certification, and retention; the management of content and data in The Educator Application and Certification Hub (TEACH), and the management of all aspects of educator assessments.
Responsibilities of the Coordinator of Data and Educator Systems involve coordinating with the offices of program approval and certification to complete all federal and state-mandated reports related to educator recruitment, preparation, certification, and retention. This position will work closely with the Division of Assessment, Accountability, and Performance Reporting in the collection of data related to the educator workforce in Maryland.
The Coordinator of Data and Educator Systems is responsible for managing educator assessment data and implementing laws, regulations, and policies related to educator assessments. Additionally, this position will act as a liaison between testing vendors and the Maryland State Department of Education (MSDE), develop policies and procedures related to educator assessments, track Maryland assessment data, and make recommendations to the Assistant State Superintendent of the Division of Educator Certification and Program Approval regarding traditional and alternative assessments.
Position Responsibilities:
- Coordinate the collection of data related to teacher preparation and certification.
- Analyze data related to recruitment, preparation, certification, and retention of educators in Maryland.
- Prepare state and federal reports assigned to the Division of Educator Certification and Program Approval.
- Provide technical assistance and support to Maryland educator preparation programs.
- Stay abreast of best practices and national trends associated with the collection and dissemination of P-12 education workforce data.
- Acts as an administrative user for the Educator Application and Certification Hub (TEACH).
- Analyzes educator assessment data and reports on all aspects of educator testing requirements.
MINIMUM QUALIFICATIONS
Education: A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework from an accredited college or university.
Experience: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in creating and managing data collection systems for federal, state or agency reporting.
Notes:
1. Candidates may substitute a Bachelor’s Degree and seven years of experience directly related to the position option for the required education.
2. Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.
3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Office of Human Resources.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be
given to applicants who possess the following preferred

- Experience analyzing or interpreting data (not including individual classroom assessments).
- Knowledge of trends, regulations, and policies associated with the educator workforce.
- Strong Microsoft Excel, Word, PowerPoint, and Publisher skills.
- Proficient in developing and using intuitive dashboards and data visualization products such as Microsoft Power BI and Tableau.
- Experience using analytical skills to collect, organize, analyze, and disseminate significant amounts of information, including presenting data insights to diverse stakeholders.
SPECIAL REQUIREMENTS
