Introduction

The Governor’s Office of Crime Prevention, Youth and Victims Services (GOCPYVS) provides access to federal and state grant funds in an effort to support the Governor’s initiatives to fund the police and reduce crime, provide for victims services and for children & youth to mitigate adverse childhood experiences.

Main Purpose of Job

The Chief Financial Officer (CFO) for the Governor’s Office of Crime Prevention, Youth and Victim Services (GOCPYVS) will lead and execute fiscal, budgetary, and fiscal grant-monitoring responsibilities. The GOCPYVS has a grant portfolio of more than 1,000 open grants totaling $322 million.

The CFO oversees all budgetary, finance, and fiscal grant-monitoring operations and is responsible for supervision of and facilitating training to GOCPYVS budgetary and fiscal staff. 

Will demonstrate high-level senior management of a state budget and the ability to work independently with minimal day-to-day oversight from the Executive Director. 

Will be responsible for developing the agency’s annual operating budget, making budget requests for new or expanded programs or positions, fiscal audit compliance, negotiating indirect cost rates, writing appropriations language, and developing testimony for budget hearings within the Maryland General Assembly.

The incumbent for this position needs to have excellent verbal and written communication skills, be detail oriented and able to meet tight deadlines.

MINIMUM QUALIFICATIONS

Experience:  Six years of finance, budget and fiscal grants management experience; three of which need to have experience supervising finance staff. Six months of experience managing state and federal grants, and working with one or more of the following: FMIS, BARS, RStars and ADPICS.

 

Education:  A Bachelor’s degree from an accredited college or university in finance, accounting, public administration or related field. 

 

Note: Experience may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications:

 

Three years of managing budgets of at least $100 million. 

 

Prior experience serving as a CFO, Deputy CFO or senior financial supervisor at a state government agency.
