Introduction

The Governor’s Office of Crime Prevention, Youth and Victims Services (GOCPYVS) is Maryland’s one-stop shop for city and county agency resources to improve public safety in Maryland.

 

We provide access to federal and state grant funds and provide assistance to law enforcement in an effort to support the Governor’s initiatives to fund the police, for victims services that protect and support vulnerable Marylanders to help rebuild their lives, and for children & youth across the state to mitigate adverse childhood experiences.

Main Purpose of Job

This position is responsible for supporting sub-recipients and interacting with Federal Managers as needed on behalf of the Governor’s Office of Crime Prevention, Youth, and Victim Services (GOCPYVS- the Office). This position requires 100% pre- to post-award support to include: approval of Notice of Funding Availability (NOFA), review of grant applications, subaward monitoring of programmatic and financial deliverables, compliance monitoring including technical assistance for sub-recipients and onsite visits to sub-recipients, routine communication to internal and external stakeholders, and closeouts in eGrants Management System (eGMS) This position provides guidance and training related to the grant's life cycle from pre-award to post-award, including the development of strategic plans through closeout and archiving of files within the Office’s electronic Grants Management System (eGMS), and the U.S. Department of Justice eGMS i.e., JustGrants.

Staff will work with several other grants management and policy staff to arrive at consensus independently. This requires collaboration with Agency Grants Specialists who have pass-through grants, formula, and competitive grants as well as new funds added to the Victim Services portfolio on an annual basis. Staff ensures grant programmatic and financial compliance; ensures program goals and objectives are accomplished within prescribed time frame and funding parameters; updates the Office Grants Management System (GMS), provides timely internal and external reports; conducts site visits; reviews grantee program and financial reports; and assist staff and sub-grantees with closing all grant awards in GMS and DOJ’s JustGrants. Supervision of Agency Grants Specialists. 

This is a “Management Service” position that serves at the pleasure of the Appointing Authority.

MINIMUM QUALIFICATIONS

Education:  A bachelor's degree from an accredited college or university.

 

Experience: Three (3) years' experience in managing and administering grant programs. One year of this experience must include supervising and coaching professional staff. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following two preferred qualifications.

 

One year experience in managing grant programs associated with federal/state funding.


Working knowledge of grant program budgeting.
