Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Maryland Insurance Administration Office of the Commissioner is recruiting for an Assistant Director of Legislative and Regulatory Policy. This position reports to the Director of Legislative and Regulatory Policy. The Assistant Director will be responsible for assisting the Director with coordinating legislative activity, tracking legislation, drafting and submitting amendments, coordinating testimony before the General Assembly, communicating with the Governor’s Office and working with members of the General Assembly on insurance issues.  The successful candidate will participate in preparation for legislative hearings and manage legislative fiscal notes for the agency and will assist in drafting and promulgating regulations on behalf of the agency. Additionally, this position will provide strategic high-level support to the Office of the Commissioner for industry affairs, including the management of the MIA’s involvement with the National Association of Insurance Commissioner (NAIC) and will act as the NAIC liaison and intermediary of the Office of the Commissioner with subject matter experts, internally and externally, with NAIC support staff, industry representatives, and insurance regulators, among others.


Periodic travel to NAIC-related events is required.

MINIMUM QUALIFICATIONS

Education:  Bachelor's Degree from an accredited college or university.

Experience:  Three (3) years of research and policy experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

·  JD Degree and admissions to the Maryland Bar is preferred.

·  Legislative experience is preferred.

·  Experience interacting with General Assembly

·  Working knowledge of the insurance industry

·  Strong research and analytical abilities

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
