Introduction

The Office of the Attorney General is seeking applicants for the Chief Investigator of the newly created Civil Rights Division. In April 2023, the Maryland General Assembly passed legislation (SB 540) empowering the Attorney General to enforce federal and state civil rights laws, including laws outlawing discrimination in housing, lending, employment, commercial transactions, and public accommodation.

Main Purpose of Job

The Civil Rights Division will be dedicated to investigating, filing, and litigating claims under this new authority.

POSITION DUTIES

This position will present an exciting opportunity to help build the Division from inception. Initial responsibilities will include hiring a team of experienced investigators, as well as shaping the policies and protocols of the Division. As the Division’s work progresses, the Chief Investigator will work closely with the Chief of the Civil Rights Division to develop and maintain enforcement priorities, create an operational system for investigating and tracking claims, oversee the resulting investigations, support litigation, and assist in monitoring settlements. In addition to supervising the investigative staff, the Chief Investigator will carry a caseload and should expect to engage in hands-on investigative work. Additionally, the person in this position will assist with maintaining communication with external stakeholders and partners, and work cooperatively with other OAG Divisions. 

MINIMUM QUALIFICATIONS

Experience:  The ideal candidate will have a minimum of seven years of experience conducting complex investigations. 

NOTES:
1.  The candidate should have experience conducting investigations in contemplation of litigation – in other words, at a level of reliability, consistency, thoroughness, and with the necessary documentation that the evidence can withstand scrutiny in court. 
2.  Experience with high-profile or sensitive investigations is essential, along with excellent writing and investigative skills. 
3.  The candidate should have experience working with electronic evidence and electronic databases systems. 
4.  On an as-needed basis, this position will be required to work outside of normal business hours and to travel throughout the State. 

DESIRED OR PREFERRED QUALIFICATIONS

1.  Either criminal or civil investigative experience is acceptable. 
2.  Supervisory experience is preferred.
