Main Purpose of Job

The purpose of this position is to provide contract management support to SSA by overseeing the preparation, negotiation, execution, and ongoing maintenance and monitoring of the department’s purchase of care provider contracts (residential child care and child placement agency) as well as numerous other Exempt, Out of State, Youth and Adult Developmental Disabilities service contracts which have a combined value of approximately $970 million dollars. This also includes supervising the day-to-day operations of nine (9) employees assigned to the Contracts and Performance Monitoring Unit.

POSITION DUTIES

  • Plans, coordinates, supervises and evaluates the work of the Contracts and Performance Monitoring Unit including two (2) supervisors, six (6) professional staff and one (1) administrative assistant assigned to the unit. Reviews and approves staff work products, assuring that work products are accurate, timely and complete.
  • Establishes and implements written standard operating procedures which guide the contracts processing and monitoring functions of the SSA Administration for all In-State and Out of State Contracts.
  • Oversees and coordinates with other SSA Program Managers and staff about the timely processing of service contracts. 
  • Oversees and participates in the development of Request for Proposals for placement and other resources needed for service delivery for all SSA Programs.
  • Maintains current database(s) of all Administration contracts that include information on contract status and budgets. 
  • Serves as Agency Voting Representative on the State’s Interagency Rates Committee.
  • Work collaboratively as needed with multiple internal and external DHS departments such as OLM, Call Center, Child Welfare, LDSS, and MDTHINK to ensure interconnectivity of system functions across all Departments.
  • Represents the agency on various committees, provides leadership and creative problem-solving of contracting issues, and facilitates a departmental operational team approach to addressing cross-cutting contract issues.

MINIMUM QUALIFICATIONS

Education:   A bachelor's degree from an accredited college or university in Business, Business Administration, Program Administration or a similar closely-related major.

Experience:   Two years of experience with establishing   contracts in state or federal government, adhering to procurement policies and procedures, and monitoring contracts, including reviewing and processing invoices, and overseeing expenditures. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two or more years of supervisory experience. 
Two years of experience preparing and/or overseeing a budget in a government agency.
One year of experience with Financial Management Information System (FMIS) or other accounting system of record software application.
One year of the required experience must have involved using a child welfare management system of record, such as the Child, Juvenile, and Adult Management System (CJAMS).

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
