Main Purpose of Job

The Maryland Department of Aging is responsible for administering multiple programs and ensuring appropriate policies are in place to enable older Marylanders to remain healthy and in their homes and communities. This position is responsible for oversight of a variety of federal and state funded programs and supervision of multiple direct reports within the Grants Administration Division. These programs have a primary focus on areas that include, but may not be limited to: health insurance education, counseling, and assistance; in-home gap filling services; and housing options that support independent community living.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Program Management

· Directs and coordinates activities of a wide variety of federal and state programs, which support independence for older adults and support opportunities for older Marylanders to age in the community.
· Develops policies and procedures for the programs, ensures compliance with existing statutes, regulations, and policies, oversees implementation and recommends revisions.
· Establishes and evaluates program goals, standards, and controls to meet program objectives.
· Ensures local programs are monitored thoroughly and accurately and all deficiencies are addressed promptly.

Personnel and Fiscal Management

· Oversees and manages the personnel and financial resources of the programs.
· Develops short and long-range plans for program operations and resources. 
· Oversees development and training of program staff. 
. Plans, coordinates, supervises, and evaluates the work of program managers to assure efficient operations of the Division.

Partnership Development and System Advocacy

· Develops relationships with federal, state, and local partners, governmental agencies, and advocates enhancing policies and resources.
· Represents the Department in a liaison capacity with managers and officials of other agencies concerning program activities.
· Promotes the programs through contacts with interested groups and the general public.

Special Projects 

· Other projects as assigned by the Secretary, Department Secretary, Assistant Secretary of Grants Administration.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree in human services, gerontology, public administration, or a related field.

Experience: Seven years in the administration of federal and/or state grant programs.  Two years of supervisory experience. 

Notes 

1.  Candidates may substitute the possession of a master’s degree for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Keen knowledge of Maryland’s aging and disabled older adult population.

Knowledge of federal and state policies and regulations governing older adults, such as the Older Americans Act. 

Knowledge of Medicare populations, policies, programs, and available resources. 

Experience using Microsoft Office Suite and Google Suite. 

Excellent oral and written communication skills. 

Experience with budget preparation and providing technical assistance to subgrantees.

Strong organizational skills, with the ability to work independently and as a part of a team.

Experience in developing policies and procedures and in creating and implementing reporting tools. 

Skilled in providing services to diverse backgrounds.
