Introduction

The Department of Labor, Division of Workforce Development and Adult Learning is accepting applications for a Program Manager III. This Management Service position will function as the Labor Market Statistics Manager / Chief Economist in the Office of Workforce Information and Performance.

Main Purpose of Job

The candidate selected for this position will function as Chief Economist /Program Manager of Labor Market Information and Statistics within the Office of Workforce Information and Performance. The accomplishments are managed by the Bureau of Labor Statistics (BLS) statistical programs as detailed in the Federal/State cooperative agreement. These programs provide the basis for National, State, and Local economic measures and analysis. 

The incumbent will serve as an economic expert, estimating and analyzing employment trends and disseminating that information to a broad audience.  Work with staff at all levels to develop and implement a strategy to manage the dissemination of objective labor market information and related economic information within the state.  Duties also include conducting research, economic analysis, and estimating/forecasting methodologies.  This position requires the incumbent to communicate highly technical data to both technical peers and non-technical decision-makers. To be effective, the incumbent must be knowledgeable of statewide and regional workforce and economic conditions; must be aware of changes and trends occurring in the economy; and must be able to combine literature, trend analysis, and analytical data into understandable presentations and publications.

POSITION DUTIES

Serve as Chief Economist and Program Manager of Labor Market Information (LMI).    As the Chief, provide technical supervision of programs, staff, and administrative functions; oversee production, analysis, and/or dissemination of LMI and BLS information, products, publications, reports, and surveys in cooperation with the BLS and other federal agencies; ensure appropriate technical assistance and responses to data requests are provided to other units within Labor, other state agencies, private sector businesses, educational institutions, and the general public; ensure related website areas are functional and up-to-date; and ensure activities comply with applicable requirements.

As the LMI Manager, supervise unit staff consisting of economists. contribute to the continuous development of new and enhanced products and services that meet business needs; assist with budget development and execution, contracts, human resources, grants management and reporting, and strategic management; serve as designee to Director; provide input on policy development and implementation; and serve as legislative liaison, reviewing legislative and programmatic changes and making recommendations as applicable.

· Supervise Labor Market Information Unit and manage ETA’s Workforce Information Grant (WIGs)

· Champion the use of quality data and research across the organization and assist in developing relevant skills and capacities among team members.

· Cultivate purposeful partnerships and collaborate to advance the organization’s economic development research capabilities and provide thought leadership to regional stakeholders.   

· Respond to internal and external inquiries and requests related to economic development research.

· Balance multiple priorities, working independently or as part of a cross-functional team, keeping others informed through clear written and verbal communication, and maintaining high productivity.

MINIMUM QUALIFICATIONS

Education:  Bachelor's Degree from an accredited College or University

Experience: Six years of experience in administrative staff or professional work. Minimum of two years of this experience involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

DESIRED OR PREFERRED QUALIFICATIONS

  • Master’s degree in economics
  • At least four years of demonstrated experience in economic research.
  • At least four years of organizational leadership and managing others.
  • Experience in a research-oriented environment
  • Expertise in all relevant local, state, and federal data sources (BEA, Census, BLS, and UI) with knowledge concerning data content, methodologies, benchmarking, adjustments, and release dates.
  • Familiarity with economic impact models such as IMPLAN, REMI or RIMS is preferred.
  • Excellent oral and written communication skills.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI because of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether a candidate is offered employment.
