POSITION DUTIES

The Comptroller of Maryland (COMP) seeks to create COMPStat, the agency's first performance management and public accountability system. This is an exciting opportunity to lead the development of systems that use data to improve performance across all operating divisions of COMP. The successful candidate will be a self-starter, with superb analytic rigor, a commitment to advancing equity, and outcome-oriented leadership. Most importantly, they will be a collaborator and partner who will help to support the Comptroller’s vision for transforming the 1100-person agency and improving opportunities for our communities, small businesses, and families in the State of Maryland.

This position will be responsible for structuring internal data reporting and performing analysis which drives executive decision-making. Additionally, this position will lead COMP's commitment to transparency through reporting to external stakeholders and creation of a meaningful, impactful Open Government Data system.

MINIMUM QUALIFICATIONS

Education: A Bachelor of Science or equivalent or higher degree in one or more of the following fields: Data Science, Data Analytics & Visualization, Mathematics, Computer Science, or similar field of study.

Experience: Two or more years demonstrated experience with both: (1) the maintenance, documentation, analysis, and reporting of organizational data, AND (2) leveraging data and data visualizations to inform executive decision-making, satisfy regulatory requirements, or meet organizational goals in transparency.

DESIRED OR PREFERRED QUALIFICATIONS

  • A Master of Science or equivalent or higher degree in one or more of the following fields: Data Science, Data Analytics & Visualization, Mathematics, Computer Science, or similar field of study.
  • Five or more years' experience in designing, operating, or managing a data analytics program.
  • Five or more years' experience in designing, operating, or managing an Open Government Data program.
  • Three or more years' experience creating reports, dashboards, and other data visualizations using Microsoft PowerBI, and/or SAP Business Objects.

EXAMINATION PROCESS

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
