Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s mission is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership and community-based public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. The mission of the Maternal and Child Health Bureau (MCHB), within the PHPA administration, is to promote and improve the health and well-being of women, children, and families, in order to eliminate inequities and improve outcomes in Maryland. Our initiatives strive to strengthen and support the maternal and child health system of care in order to ensure the availability and accessibility of high-quality preventive, primary and specialty care services.


This position will serve as the Deputy Director for the MCHB. 
This position will assist the MCHB Director with the management of the MCHB's internal operations, personnel functions, trainings, workforce development initiatives, and policy and procedure development. This position will also supervise and provide administrative and operational leadership, including managing approximately 90 staff members and a total budget of approximately $160 million, through subordinate Officer Directors. Such leadership will be provided to the MCHB offices and units, including the Office of Family and Community Health Services (OFCHS); the Office for Genetics and People with Special Health Care Needs (OGPSHCN); the Office of the Maryland WIC Program; and, the Office of Quality Initiatives, as well as the Operation Unit and the HealthCare System and School-Based Health Center Unit.  


In addition, this position will assist the MCHB Director with achieving the major goals of the bureau through program planning and implementing goals, as well as through 
strengthening the effectiveness of MCHB initiatives. The bureau's major goals will also be achieved through the improvement of organizational effectiveness and through public health leadership which addresses maternal and child health issues. This position may act for the MCHB Director in the Director’s absence, as assigned by the Director.


Furthermore, through the direction of the MCHB Director, this position will administer maternal and child health programs within PHPA, while developing Statewide partnerships and initiatives related to public health and maternal and child health. This position will be responsible for coordinating surveillance activities related to maternal and child health, as well as for providing coordination and expert knowledge on maternal and child health. Finally, this position will be responsible for supervising regulatory or statutory programs which are related to maternal and child health. 
  

MINIMUM QUALIFICATIONS

The qualified candidate must possess a Bachelor's degree and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level. 

Notes: 1) A Master's degree will substitute for one year of the general experience. 

2) A Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have extensive supervisory and personnel management experience, including experience leading teams in the development and implementation of goals. The desired candidate should also have experience managing projects with the goal of delivering high-quality outcomes. Finally, the desired candidate should have experience writing, developing, managing, and/or overseeing federal grants.
