Main Purpose of Job

As the Facility Superintendent, will oversee the management and supervision of the Baltimore City Juvenile Justice Center, which houses up to 120 male youth. Responsibilities include managing personnel and staffing, ensuring staff retention, bolstering staff morale, overseeing education, medical, recreation and behavioral health services for youth, and having overall responsibility for the care and custody of youth in the Department's care. The Department of Juvenile Services is committed to providing secure and non-secure residential treatment facilities to help rehabilitate delinquent youth. The facility administrator works to support the Department’s mission to transform young people’s lives, create safer communities, and forge more equitable systems through community-based partnerships that hold youth accountable while building on their strengths and support systems.

POSITION DUTIES

This position's essential duties may include, but are not limited to:

  • Oversee all aspects of service provision, including daily living arrangements, staff supervision, case management, behavior modification plans, medical care, maintenance, behavioral health, dietary needs, and educational services provided by the Juvenile Services Education Program (JSEP), recreation, family engagement, facility program activities, and working to address racial equity disparities. 
  • Maintain a strong presence throughout the facility, including having facility leadership team regularly engaging with staff and youth on living units. 
  • Oversee supervisory staff directly and delegate supervision of others. Prepare performance evaluations and conduct timely interim meetings for direct reports.  
  • Plan, coordinate, and schedule manager, supervisor, and staff meetings.  
  • Organize meetings with youth to address their concerns and allow them to share their ideas. 
  • Prioritize the safety and security of the facility.  
  • Maintain positive relationships with stakeholders, including judicial officers, attorneys, volunteers, contractual providers, staff, youth, and parents. 
  • Develop facility operating procedures to follow state regulations, agencies' standards and policies, and governors' initiatives.  
  • Responsible for supervising the facility budget and ensuring that all the youth’s needs are fulfilled.  
  • Ensure staff comply with National Prison Rape Elimination Act (PREA) standards.  
  • Collaborate with the Agency Program Coordinator to promote youth participation in the youth employment program. 
  • Oversee Pending Placement units to initiate youth to treatment for those awaiting placement in longer term treatment facilities. 
  • Have the capacity to handle emergency and stressful situations efficiently and effectively. 
  • Encourage the professional growth of your staff. 
  • Create a safe and therapeutic atmosphere for youth.  
  • Collaborate with Human Resources regarding vacancies and assist with the interview process.  
  • Ensure staff are complying with all DJS and state training and professional requirements. 
  • Develop protocols and procedures guided by best practices in trauma-informed care. 
  • Promptly submit and review invoices with appropriate documentation to comply with agency and COMAR standards. 
  • Monitor the facility investigation process in consultation with the Office of Inspector General (OIG).  
  • Must be available to be on call 24/7 in case of facility emergencies. 

In addition, the preferred candidate for this position will possess any of the following knowledge, skills, abilities and/or competencies: 

  • Proficient knowledge and/or experience in Behavioral Motivational Programs (required). 
  • Practical communication skills and maintain productive relationships with all levels of staff. 
  • The ability to create, assess, and manage diverse programs within the facility and other agencies is essential. 
  • Proficiency in Microsoft (or similar) programs for report writing and typing (required).
  • Possess the skills to efficiently manage personnel and enhance the morale of staff and youth.

MINIMUM QUALIFICATIONS

EDUCATION: High School diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission Regulation.

EXPERIENCE: Ten (10) years of experience providing supervision and guidance to youth in a juvenile facility or juvenile services community program for at-risk youth or working in a correctional setting.  Five (5) years of this experience must have involved supervisory responsibility over other staff providing services to youth. 

NOTE: 
An Associate of Arts degree in Criminal Justice or the social or behavioral sciences from an accredited college or university may be substituted for up to one year of the required general experience. A Bachelor's degree in Criminal Justice or the social or behavioral sciences from an accredited college or university may be substituted for up to four (4) years of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Bachelor’s degree or higher in Psychology, Social Work, Counseling, Law, Criminal Justice or related degree.

2. Work experience in the public or private sector coordinating or providing a continuum of services to youth in the community or residential setting.
