Introduction


The Maryland Department of Human Services (DHS) is the state’s human services provider. DHS helps Marylanders buy healthy foods, pay energy bills, obtain medical assistance and establish and collect child support. DHS also works to ensure that children, adults and families are stable and safe from abuse and neglect. Services are provided by DHS through the 24 Local Departments of Social Services which represent each of Maryland’s counties and Baltimore City. DHS employees serve more than 1 million Marylanders annually, working directly within the community to bring positive outcomes to Marylanders.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

Help Build Stable Families in the Charles County Community.  


The Maryland Department of Human Services (DHS), together with Charles County Government, seeks a strong administrator to direct all program activities of the Charles County Department of Social Services (CCDSS).  These services consist of a network of protective, supportive, and financial services that assist Marylanders and county residents with achieving a realistic and attainable level of self-sufficiency including:
 

  • Child Welfare    
  • Adult Services  
  • Financial Assistance  Programs- Temporary Cash Assistance, Supplemental Nutrition Assistance, and Temporary Disabilities Assistance and
  • Child Support

POSITION DUTIES

The CCDSS Director oversees a diverse staff of 140, and has a combined $1.89 million operating budget.  The Director actively implements a culture of outstanding service to the Charles County community through building inclusive relationships with a broad range of community partners, maintaining internal policies and practices that support the mission of the Department of Human Services and improving the availability and accessibility of services to people throughout the County.  In this role, the Director builds relationships to ensure that the Marylanders living in the County have access to the full array of services possible. The Director is a member of the Maryland Association of Social Services Directors (MASSD) and works with 23 other local Directors, state leadership, and local and state elected officials and an Advisory Board  to develop, plan and implement mandated and non-mandated social services programs and policies statewide. 

Located in Southern Maryland, Charles County borders Virginia and Washington D.C., and has an extensive shoreline on the Potomac River.  Charles County is one of the fastest growing communities in Maryland with a very diverse population of 167,000.  The County is in the midst of melding the "old and new" as its urban environment expands and creating more accessible services to those in its rural areas is a local priority. Access to extensive outdoor recreation, local historical sites and located within easy commuting distance of Northern Virginia, D.C. and the Northern Neck of Virginia, Charles County affords business, recreational and growth opportunities for all.


MINIMUM QUALIFICATIONS

Applicants must have a Master’s Degree in Social Work or a related field, at least five years of professional employment in social services administration or supervision and the ability to demonstrate a strong commitment to customer service.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

  • Ability to demonstrate a strong commitment to customer service.
  • Strong leadership and management skills, particularly in fiscal and human resource management
  • Ability to implement change, motivate staff and maintain relationships.
  • Ability to acquire new funding from non-traditional sources
  • Strong communication skills.
