Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Program Manager Sr. IV with the functioning title of  Deputy Assistant Secretary of the Division of Unemployment Insurance. 

This is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Deputy Assistant Secretary is the senior most staff member of the Assistant Secretary for the Division of Unemployment Insurance. The areas under guidance, control, and/or supervision of the Deputy include the Internal Security and Integrity, Administrative Services and Logistics, Human Resources, Communications and Training, UI Support and Metrics, Reemployment Services, Finance and Audit units. The Deputy manages timelines and prospective spending plans for all UI automation and flow through projects. The Deputy ensures implementation of federal mandates and laws and department policies and state laws.

POSITION DUTIES

Duties of this position include, but are not limited to:

● Provide guidance, control, and/or supervision of the Deputy include the Internal Security and Integrity, Administrative Services and Logistics, Human Resources, Communications 
   and Training, UI Support and Metrics, Reemployment Services, Finance and Audit units.   
● Manages timelines and prospective spending plans for all UI automation and flow-through projects.   
● Ensures implementation of federal mandates and laws and department policies and state laws.   
● Manages the unemployment insurance budget and insures achievement of federal performance standards to maintain federal funding.   
● Provides advice on methods, procedures, management, equipment and technical matters to unemployment insurance senior staff members and other managers with the           
   Department and consults with the Assistant Secretary regarding program objectives and standards.   
● Conducts studies of UI best practices for continuous improvement and develops and implements corrective action plans to remedy deficiencies within the agency necessitated by 
   Legislative and USDOL audits. In the absence of the Assistant Secretary, the  Deputy oversees all functions of UI, including (but not limited to) tax, benefits, overpayments,    
   finance, internal security, communications, employee training and development, and facilities.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university or Juris Doctor Degree.

Experience: Five years of experience interpreting and applying Unemployment Insurance Laws or public facing organization that has a large scale impact. Three years of experience must be in managing supervision of multiple divisions or organizations.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in Finance, Logistics & Reemployment Services
Experience in strategic planning and direction in the areas of organizational finance, business processes, customer  experience and organizational capacities. 
Experience responding to and addressing corrective actions mandated by funding authorities, legislature, board or trustees or similar entities. 
Experience within an unemployment insurance program or public facing organization that has a large scale impact. 

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
