Introduction

The Governor’s Office of Crime Prevention, Youth, and Victims Services (GOCPYVS) is Maryland’s one-stop shop for city and county agency resources to improve public well-being in Maryland.

The Children and Youth Division coordinates and facilitates the child and family-focused service delivery system by emphasizing prevention, early intervention, and community-based services for all children and families.  The Office envisions a comprehensive trauma-informed approach to services provided in communities in Maryland to improve child well-being, which includes addressing the root causes of Adverse Childhood Experiences (ACEs).

Main Purpose of Job

This position oversees all interagency programs and policy related to: Prevention Strategies, Residential Child Care Licensing and Rate Reform, Out-of-home Placements, and Special Projects. Works closely with the Chief of Community Initiatives to facilitate inter-agency meetings including Children’s Cabinet, the Children’s Cabinet Implementation Team, and the State Coordinating Council, currently the YRCC.

The Specialist will also be responsible for developing and implementing an interagency data strategy that will allow for ongoing analysis of community and non-community-based resources available to children and families throughout the State. The Specialist will be responsible for supervising staff assigned to provide support to Local Care Teams and other interagency duties.

**This is a Special Appointment position, and serves at the pleasure of the Appointing Authority**

POSITION DUTIES

Interagency Coordination and Support

· Chair the State Coordinating Council and provide support to the Children’s Cabinet Implementation Team and Children’s Cabinet.

· Serve as Program Representative for the Office on Interagency Rates Committee (IRC).

· Serve as the Office’s representative on the Maryland Behavioral Health Advisory Council and the Social Services Advisory Board.

Building of Data and Evaluation Systems for Resource Development

· Coordinate the development of the State Resource Plan and Out-of-home Placement Report, Maryland’s Results for Child Well-Being, and Managing for Results.

· Develop ongoing data collection system for Local Care Teams, prepare reports and analyze data.

· Provide recommendations for new policies and procedures for local care teams, community-based services, evidence-based practices, and out-of-home needs based on the data analysis.

Coordination of legislation, regulation, and policy

· Review, interpret and implement Federal and State legislation, regulations and rules governing budgetary and fiscal activities, residential childcare licensing and monitoring, child and family well-being, and other issues related to the Office and the Children’s Cabinet.

· Review, interpret and implement research concerning improving child and family well-being results and indicators

· Interpret agency policies, guidelines, regulations, goals and objectives for staff upon request.

· In conjunction with the Executive Team develop agency policies, guidelines, regulations, goals and objectives.

· Advise the Division Director and agency personnel, program heads, staff specialists and consultants on policies and procedures that will advance child and family well-being results and indicators.

· In conjunction with the Executive Team review requests and make recommendations to the Executive Director concerning approval of such requests.

· In conjunction with the Executive Team, provide assistance to the Executive Director on legislative matters.

 

Lead Assigned Staff

· Assist in the development of the work plan for staff assigned to LCT technical assistance and council and committee support.

· Direct staff in the development and planning of recommendations that further the Governor’s Strategic Goals.

· Provide leadership and mentoring to staff, including ensuring that staff receives the appropriate training to maintain/develop proficiency in policy-related issues.

· Review and edit staff work products to ensure clarity, conciseness, and consistency with Office/CC directives.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have the Following:

Experience working with high-level State or Federal executives and other staff on coordinated projects.

Experience with designing or implementing data strategies to improve outcomes for children and youth.
