Introduction

MDEM is the department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12 hour shifts extended periods of time in support of 24 hour consequence management activities.

Main Purpose of Job

This position directly reports to the Fiscal Services Admin II. The Accountant I is an intermediate level of work examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles. Provides financial services applying current technology to ensure MDEM operations are consistently and appropriately funded, develops financial process for immediate and long-range financial management and planning, ensures compliance with State and federal rules and regulations and serves as an advisor for the Fiscal Branch manager. Provides fiscal reporting and ensures financial business goals and objectives for MDEM are met.

POSITION DUTIES

Emergency and disaster response and recover operations as needed and/or assigned by Agency Executive Direct, Directors, or Operations personnel. Employee will be expected to staff the State Emergency Operations Center upon its activation for real-world emergency incidents and exercises. Employee will attend training and retain competencies to be appropriately prepared to meet SEOC staffing needs, including understanding the National Incident Management System’s Incident Command Structure (NIMS ICS) and WebEOC, which the SEOC will utilize. Employee will support SEOC activations, which may involve extended work hours, as well as extraordinary stress levels, given that a disaster event would occur requiring SEOC activation. Employee will be expected to perform functions for incident management needs with competence and reliability under the NIMMS ICS. Employee may be required to report to an alternate location to perform SEOC duties, in the event of a COOP Plan activation.

Accounting and Financial management information systems work

· Develops internal control measures in order to implement Department-wide fiscal and accounting policies.

· Coordinates State and Legislative audits as required.

· Coordinates Department’s year-end closing process along with Fiscal Services Admin II and Chief Finance Officer.

· Coordinates MDEM accounting management matters assuring compliance with generally acceptable accounting principles and other government accounting requirements.

· Ensures accurate and timely financial reporting.

· Coordinates MDEM and federal financial management activities.

· Ensure and provides guidance on matters related to systems development, implementation, operation and maintenance of MDEM’s financial management information systems.

· May review invoices and ensure accurate accounts payable processes.

· Maintains running account of the number PIN and contractual employees.

· Monitor and track PSC contracts.

· Identifies and corrects any mistakes within FMIS

Budget Management

· Monitors/manages operating expenditures to meet budgetary goals.

· Provides guidance on matters and issues related to the accounting processes and assists MDEM managers and executives with advice and recommendations on operational functions.

· Ensure and provides financial resources to support MDEM financial services and required activities.

Financial Planning and Management

· Develops cost containment strategies as necessary.

· Solves financial problems.

· Conducts research and provides statistical information and data for MDEM operations and for necessary reports.

· Conducts internal reviews to ensure all laws, rules, regulations and policies are appropriately followed.

· Provides forecast for operation expenditures to ensure available resources for operation within General Funds.

· Reconcile grants in GMS to FMIS.

· Accounts Receivable

Policy & Procedures

· Develops appropriate control policies to ensure compliance with State laws and regulations and applicable federal law.

· Communicates and trains staff as necessary or appropriate financial controls.

Financial Reporting

· Develop formats and prepare various finance and budget reports as needed.

· Present financial budgets, forecasts and summaries annually and as required.

Coordinating with Grants Branch

· Coordinates between grants liaison and financial staff

· Provides appropriate budget information to grant staff for application completion.

· Oversees financial information management system and is responsible for FMIS portion of any reconciliation.

· Coordinate the creation of monthly SF425 reports and execute drawdowns from Federal Funds on a monthly basis.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: One year of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for the required experience.

4. Applicants may substitute one year of professional auditing experience for the required experience. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
