Introduction

Maryland Public Television, commonly known as MPT, is a public television network that broadcasts throughout the entire state of Maryland and the District of Columbia and into parts of Delaware, Pennsylvania, Virginia, and West Virginia. MPT is Maryland's only statewide broadcaster. Headquartered in Owings Mills, MPT is a member of the Public Broadcasting Service (PBS) and is a producer of both locally and nationally distributed TV programs and digital content.

Main Purpose of Job

The Chief Financial Officer is a Senior Management position providing fiscal leadership to MPT to further its mission. This position needs to be proficient in forecasting and collaboration with various business models. This position oversees the Procurement and Finance departments daily operations.

This is a Management Service position and serves at the pleasure of the Appointing Authority.


POSITION DUTIES

  • Providing strategic management of the accounting and finance functions.  
  • Directing accounting policies, procedures and internal controls. 
  • Recommending improvements to ensure the integrity of a company’s financial information.  
  • Manage cash flow from multiple funding sources including fundraising, underwriting, online class fees, grants and other miscellaneous sources. 
  • Collaborate with  departments to develop forecasts and budgets. Present forecast and annual budget to Senior Management and MPT Commission. Make recommendations regarding fiscal health as needed. 
  • Complete year-end closeout for submission to Maryland General Accounting Division. 
  • Complete yearly budget submission to Maryland Department of Budget Management and Maryland General Assembly. 
  • Manage annual external audit and completion of grant request to Corporation for Public Broadcasting.
  • MPT Staff representative to the Board of Maryland Public Television Foundation, Inc (MPTF). 
  • Supervise MPTF’s staff Accountant. 
  • Manage Procurement Department

MINIMUM QUALIFICATIONS

Education:   Bachelor’s Degree in Accounting or Business Administration 
Experience: Eight (8) years’ experience in senior level accounting function; familiarity with state finance and accounting procedures, and procurement regulations. Supervisory experience required. 

Note:    Experience may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.  

  • Masters of Business Administration (MBA) 
  • Certified Public Accountant (CPA) 
  • Experience with Financial Management Information Systems (FMIS) or other finance management/finance system. 
  • Experience with state finance and accounting procedures and procurement regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification maybe assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
