Main Purpose of Job

The Planner V supports the department’s responsibilities in sustainable growth, including brownfield redevelopment, solar facility siting, environmental planning, and water resource management. The position also coordinates the intergovernmental review of plans, projects and programs related to proposed federal and state property or development. The position works with other staff from MDP, other state agencies, local governments, federal agencies, various stakeholders and the public toward achieving state and department sustainable growth, resiliency, equity, economic and environmental goals.

POSITION DUTIES

Activities include, but are not limited to the following: 

 

Brownfield redevelopment planning – serve as a liaison to connect local governments and others to technical and financial assistance organizations. Serve as a resource to coordinate assistance efforts and provide planning guidance to facilitate the success of brownfield redevelopment projects and encourage new projects. Increase awareness of brownfield redevelopment technical and financial assistance opportunities.

 

Maryland Intergovernmental Review and Coordination (MIRC) process – coordinate and facilitate the review of plans, projects and programs related to the reuse or redevelopment or new development of federal and state property within Maryland to comply with the state’s intergovernmental review and coordination requirements. The MIRC process ensures that funding and development authorities are aware of comments and concerns from state and local officials. Coordinate and facilitate the review of requests for federal and state financial assistance within Maryland.

 

Solar Facility Siting Guidance – provide research, analysis, writing, and communication support for department solar facility siting guidance to local governments, sister agencies, and other stakeholders.

 

Water Resource Management – serve as MDP’s water and sewer planning central resource; lead MDP’s guidance and review effort of local government Water Resource Elements; and assist with other water resource responsibilities, such as serving as the department policy lead for Septics Law implementation. Provide training, guidance and review tools for regional planners and other relevant staff to ensure their success in reviewing water and sewer plans and amendments. Support local government efforts to develop Water Resource Elements that ensure the success of local development plans while protecting water resources.

 

Support other unit responsibilities – as requested, support other unit responsibilities with regard to land preservation, climate change, and Chesapeake Bay restoration. This includes certification of local agricultural preservation programs, Rural Legacy Program grant analysis, local Program Open Space program analysis, and review of local Land Preservation, Parks, and Recreation plans; research, analysis and administrative tasks to support MDP’s participation in the Maryland Climate Change Commission and other state agency climate change initiatives; and research, analysis and administrative tasks to ensure implementation of the Patuxent River Policy Plan and to support the department’s position on Chesapeake Bay restoration.

 

A strong environmental planning background is essential along with knowledge of local and State governmental regulations. Excellent analytical, writing and research skills required. Ability to learn quickly, retain information, manage multiple projects simultaneously, and be efficient and productive with minimal supervision.

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience:   Four years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by providing assistance in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographical or land-use trends.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*

2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*

*Three years are the maximum number of years that may be substituted by education for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Five years’ experience in one or more of the following:

Experience with brownfield redevelopment projects;

Experience with reviews of water/sewer plans and water resource-related issues in comprehensive plans;

Experience with solar facility siting issues;

Experience reviewing federal or state development projects;

Experience working with state and/or local government agencies on environmental regulations or programs; and

Experience conducting meetings with various individuals and agencies, with strong client relations skills.
