Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Watershed. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The primary purpose of this position is to provide oversight of Waterway Improvement Fund grants and projects managed by two supervised Regional Administrators. This position also directly manages assigned local government grant projects in a specific region (Eastern or Western/Central) as well as statewide Department of Natural Resources grants.

This position administers daily operations of supervised and leads staff providing financial assistance to government entities for public recreational motorized boating projects eligible by law for the State Waterway Improvement Fund. Duties include preparation of grant and contract documents, tracking and monitoring funded projects and grants, reviewing and approving all reimbursements/expenditures, providing status reports, monitoring the statewide emergency & maintenance dredging accounts, updating of historic project spreadsheets, and assuring the application of all current state and federal procedures and requirements throughout. Position assists the Center Director in developing policies and procedures, preparation of budget as needed, development of annual documents related to grant solicitation and awards, and making recommendations regarding allocation of resources and potential political, environmental and economic impacts of boating projects. 

This position works with local, state and federal entities to create opportunities for Maryland citizens and visitors to have safe access to Maryland’s waterways through the providing of grant funding toward public boating facilities, dredging projects, and acquisition of safety vessels.

POSITION DUTIES

The Maryland Department of Natural Resources, Chesapeake & Coastal Service Unit is currently accepting applications for an Administrator III position to serve as a Statewide and Regional Program Administrator.

The primary purpose of this position is to provide oversight of Waterway Improvement Fund grants and projects managed by two supervised Regional Administrators. This position also directly manages assigned local government grant projects in a specific region (Eastern or Western/Central) as well as statewide Department of Natural Resources grants.

POSITION DUTIES
  • Managing regional local government Waterway Improvement Fund grants and statewide Department of Natural Resource grants and associated budget. 
  • Administering daily operations of two supervised staff providing financial assistance to government entities for public recreational motorized boating projects eligible by law for the State Waterway Improvement Fund. 
  • Solicitation of grant applications, determination of proposed eligible projects to be funded, development and preparation of grant and contract documents, tracking and monitoring funded projects and grants, review and approval of expenditures, providing status reports while assuring the application of all current state and federal procedures and requirements. 
  • Communication with internal and external customers to ensure that funded projects have the desired outcomes and are aligned with the intent of the fund sources. 
  • Assisting Center Director in developing policies and procedures, preparation of capital and operating budget, drafting proposed legislation, allocation of resources, and assessing potential political, environmental and economic impacts of boating projects.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with projects related to the construction of public boating facilities, and the ability to interpret engineering drawings or site plans.  Ability to recognize the need and opportunities to integrate resilience and nature-based solutions into funded projects. 
  • Minimum three years of experience managing grants.
  • Understanding of the needs of the recreational boating public.
  • Basic knowledge of local, state and federal permitting and environmental requirements.
  • The ability to interpret, develop and apply established rules, procedures, policies, and laws.
  • Experience interacting regularly with members of the public as well as local, state, and federal agencies.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
