Introduction


The Maryland Emergency Medical Services (EMS) System is a coordinated statewide network that includes volunteer and career EMS clinicians, medical and nursing personnel, communications, transportation systems, trauma and specialty care centers and emergency departments.

The Maryland Institute for Emergency Medical Services Systems (MIEMSS) oversees and coordinates all components of the statewide EMS system in accordance with Maryland statute and regulation. This includes planning, operations, evaluation, and research. MIEMSS provides leadership and medical direction, conducts and supports EMS educational programs, operates and maintains a statewide communications system, designates trauma and specialty centers, licenses and regulates commercial ambulance services, and participates in EMS-related public education and prevention programs.

POSITION DUTIES

The Emergency Medical Services(EMS) Training Specialist III, functions as an intermediate level developing, implementing, coordinating and conducting training and testing for licensure and certification of clinicians of emergency medical services, coordinating EMS education program approval process, as well as assisting in the development and implementation of EMS policies and procedures. This position provides technical advice and guidance to adjunct and contractual test evaluators and instructors.

Position Duties include but are not limited to: 

  • Approve, import and evaluate submitted continuing education into pre-hospital clinician registry 
  • Serve as the primary state National Registry of Emergency Medical Technicians (NREMT) representative.
  • Coordinate the EMS education program approval process for Advanced Life Support (ALS) and Basic Life Support (BLS) programs throughout the state 
  • Process applications for emergency medical services clinicians' certifications/licenses ALS clinicians 
  • Manage assigned KACE Tickets 
  • Collaborate with other members of the Office of Clinician Services (OCS) to manage projects related to EMS clinician education and certification/licensure

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience developing, implementing and conducting training and testing for the certification of providers of emergency medical services and an additional four years of experience as a Certified Emergency Medical Services Provider, Certified Emergency Medical Services Instructor or Emergency Medical Services Test Evaluator.

Notes: 

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience developing, implementing and conducting training and testing for the certification of providers of emergency medical services for the required experience.
 
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Emergency Management classifications or Emergency Management specialty codes in the Emergency Management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  1. Experience processing certification and recertification applications of pre-hospital clinicians by using the new OCS system - Image Trend
  2. Experience coordinating Emergency Medical Services (EMS) educational programs.

LIMITATIONS ON SELECTION

Candidates for this position must possess current certifications as an Advanced Life Support Emergency Medical Services Provider and Emergency Medical Services Instructor.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification are required to possess current certifications as an Advanced Life Support Emergency Medical Services Provider and Emergency Medical Services Instructor.

2. Employees in this classification are required to maintain current certification as an Advanced Life Support Emergency Medical Services Provider and Emergency Medical Services Instructor.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator license valid in the State of Maryland.
