The Department of Service and Civic Innovation was established by the Serving Every Region Through Vocational Exploration (SERVE) Act of 2023 with the purpose of promoting service and volunteerism in the state of Maryland. The SERVE Act also launched two new exciting service pathways for eligible youth and adults, in addition to existing volunteer and service opportunities available through​ the Governor's Office on Service and Volunteerism and Volunteer Maryland.

Main Purpose of Job

The main purpose of this position is to plan, design, and develop enhancements and new system applications across the complete DSCI enterprise, while encompassing responsibilities for data analysis, database integration, and data warehouse management technology. A core part of this job is performing rigorous data analysis to extract meaningful insights, which play a pivotal role in evaluating and enhancing the programs administered by DSCI. This role will support the Chief Information Officer in other duties related to driving technological innovation, information security, and data privacy.

MINIMUM QUALIFICATIONS

Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for two years of the required experience.

2. Candidates may substitute experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications on a year-for-year basis for a high school education.

3. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

  • Must have 1 year of experience with database management including designing, developing, and maintaining complex databases using tools such as SQL. 
  • Must have 1 year of experience with data analysis including familiarity with data visualization tools such as Tableau or Power BI.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). You must include clear and specific information on your application regarding your qualifications to receive credit.

  1. At least one (1) year of experience with Google office software tools (Drive, Sheets, Docs, Forms, Gmail) and experience with creating automated processes with Google tools (such as using App Script). 
  2. At least one (1) year experience with agile project management.
