LOCATION OF POSITION
POSITION DUTIES
- Prepares, reconciles and submits modifications for various budgets for Bureaus within the Department
- Prepares, reconciles and make modifications as required
- Monitors budgets and grants to assure accuracy and compliance with Federal, State, and County requirements
- Monitors Howard County Government financial system and reconciles to the DHMH Financial Management Information System (FMIS)
- Assists in the maintenance and coordination of reports on multiple systems for over sixty separate grants monthly
- Act as liaison with information services staff in providing the best internal controls for the Department's system
- Provides supervision, guidance and training for Accounts Receivable staff
- Reconciles Accounts Receivable aging reports and cash receipts
- Monitors client billing and prepares reports for Bureau and Program Directors on billing and collections
- Provides directions and reviews accounting procedures to assure compliance with Federal, State, and local requirements
- Prepares variety of monthly and quarterly invoices for internal and external customers
- Assist and provides requested information and prepares responses to Federal, State, and County auditors
- Assist with special projects as requested by the Fiscal Services Chief II and other duties as necessary
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience preparing, examining, analyzing, and interpreting financial statements
- Experience maintaining accurate records on grant awards and expenditures
- Experience monitoring MOUs and contracts
- Experience preparing appropriate fiscal documents
- Experience logging and tracking funding packets and maintaining other necessary documentation of fiscal transactions for audit and other purposes
