This is a Management Services position with the Department of Public Safety and Correctional Services (DPSCS). The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

The Director for the Office of Equal Opportunity (OEO) is responsible for developing, implementing, and monitoring programming to ensure compliance with all local, state, and federal civil rights laws and regulations relating to affirmative action and equal employment opportunity. This position is responsible for implementing initiatives that support the Department’s commitment to diversity and inclusion and in recruitment, selection, and employment. Responsibilities include:


  • Assisting in the interpretation and implementation of procedures which support Departmental compliance with employment-based federal and state regulatory requirements.
  • Managing the development, coordination, and implementation of Department wide affirmative action plans in compliance with Federal and State statutes.
  • Partnering with senior leadership to establish and implement strategic practices that foster an employee oriented and high performance culture emphasizing growth, quality, productivity and high ethical standards.
  • Overseeing the investigation and resolution of complaints relating to discrimination and unfair practices.
  • Conducting outreach efforts and maintaining liaison relationships with protected class interest groups throughout the State.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: Eight (8) years of recent professional experience implementing an equal employment opportunity program and ensuring adherence to fair practice standards to include administration of programs for persons with disabilities.

 

Note: Candidates may substitute additional experience as outlined above on a year-for-year basis for up to four (4) years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Previous experience training all levels of staff on EEO policies and regulations.
  • Demonstrated experience and success in addressing complaints and applying investigative techniques relating to employment and employee relations including but not limited to EEO, ADA, FLSA, and FMLA, Title VII.
  • Experience in litigation or mediation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
