Main Purpose of Job

The main purpose of this position is to oversee the policy, compliance, and operations of Maryland Medicaid’s efforts related to institutional and community-based long term services and supports. This position also leads state-of-the-art changes related to the provision of long term services and supports, and Medicaid coverage options, to develop recommendations and implement cross-cutting and innovating strategies for system design that informs program changes. Institutional programs include nursing facility services, intermediate care facilities for individuals with intellectual disabilities, and special pediatric and chronic hospitals. Home and community-based services include home health, personal assistance services, assisted living, residential habilitation, medical day care, hospice, nursing services, non-emergency medical transportation, disposable medical supplies, durable medical equipment, and oxygen-related equipment.

The position leads strategic planning regarding the agency's ‘rebalancing' mission, to increase utilization of home and community-based services relative to services in institutions. This enables the Medicaid program to serve a greater number of individuals in need of long term services and supports, and to maximize utilization of services and settings that are preferred by the recipients of the services and that are cost effective.

Specifically, responsibilities of this role include the oversight of Medicaid-administered home and community-based services waivers and programs, including the Model Waiver, Home and Community-Based Options Waiver, Medical Day Care Waiver, Community First Choice, Community Personal Assistance Services, Increased Community Services, and Money Follows the Person Program. This position directs the management of targeted case management programs, including Statewide Evaluation and Planning Services. It also oversees the expansion of the Program for All-inclusive Care for the Elderly (PACE). The role partners and collaborates with other state operating agencies that administer other Medicaid waivers, such as the Developmental Disabilities Administration, operating the Community Pathways, Family Supports, and Community Supports Waivers; Behavioral Health Administration, operating the Brain Injury Waiver; and Maryland State Department of Education, operating the Autism Waiver.  

As part of the Medicaid executive leadership, this position develops, leads, and supports overall program goals, standards, and controls to meet program objectives and oversees their achievement including system transformation; integration of Maryland’s Long Term Services and Supports (LTSSMaryland) system; state and federal audits; and legislation. This includes overseeing the procurement functions related to the selection of a vendor and programmatic and fiscal monitoring of the utilization control contractor for several long term care programs such as nursing facilities, acute and special pediatric hospitals, PACE, and several home and community-based programs and services (e.g., certain Medicaid waivers, DMS/DME, air ambulance). 

Key to the success of this position is strong collaboration and effective leadership. In addition to partnering closely with other state operating agencies of Medicaid’s waiver programs, this role interfaces and executes on strategic priorities that support the continuum of long-term support services with a variety of internal and external stakeholders. These stakeholders include, but are not limited to, Public Health Services/Office of Health Care Quality, Office of Eligibility Services/Eligibility Determination Division, Department of Human Services, Maryland Department of Aging, Maryland Department of Disabilities, provider associations, state and federal auditors, and federal partners at the Centers for Medicare and Medicaid Services. Overseeing a budget of approximately $6 billion annually, this role represents Medicaid before the Maryland General Assembly on matters related to long term care services and systems development. The position participates in numerous committees, advisory councils, and work groups.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university, at least 6 years of high level public health experience, including at least 3 years of supervisory or managerial experience.

A master's degree from an accredited college or university will substitute for 2 years of the generic experience.  Additional experience will substitute at the rate of one year of experience per 30 credit hours for the bachelor's degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess:

  • Experience accurately applying or interpreting and analyzing Medicaid regulations, policies, and procedures specifically related to home and community-based services and long term support services. 
  • Experience establishing and implementing procedures for Federal entitlement programs. 
  • Experience monitoring program compliance.
  • Experience managing resources and workflows to ensure operational goals are met successfully. 
  • Experience working as part of a matrixed organizational structure with strong record of collaboration to deliver outcomes.
  • Experience analyzing program data for reporting and presentation to management. 
  • Experience assisting customers and participating in meetings with representatives from a diverse background with resolving concerns.
  • Knowledge and experience using multiple data systems. 
  • Project management experience and be able to demonstrate an ability to complete tasks timely and accurately.
