Main Purpose of Job
The Operations & Technology Administrator is an essential employee that is integral to the efficient operations of the Maryland Teachers and State Employees Supplemental Retirement Plans (“MSRP”). This position provides overall operations and technology support in the agency’s critical business areas of agency operations as well as finance, budget, and fiscal administration, which are managed by MSRP’s Deputy Executive Director & Chief Financial Officer. This position’s responsibilities include (but are not limited to) the following: serving as the agency’s day-to-day point of contact and liaison with the Maryland Department of Information Technology (“DoIT”); serves as MSRP’s official Procurement Officer (and is required to be/become a Certified Maryland Procurement Officer within 8 months of appointment to position); uses FMIS/ADPICS to initiate requisitions, purchase orders, and blanket purchase orders; updates and maintains the MSRP Procurement Policy and Procedure Manual; maintains custody of contracts; coordinates all small procurements; oversees and coordinates building and office maintenance requests; maintains software licensing; coordinates agency cell phone assignment and distribution; coordinates all hardware repair and replacement; coordinates parking, building lease, and other facilities contracts; and performs additional duties, as required, at the direction of the Deputy Executive Director & CFO.
This is a Special Appointment position and serves at the pleasure of the appointing authority.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or
possession of a high school equivalency certificate.
Experience: Five years of administrative staff or
professional work.
Notes:
1. Candidates may substitute 30 credit hours from an
accredited college or university for each year up to three years of the
required experience.
2. Candidates may substitute the possession of a Bachelor's
degree from an accredited college or university and one year of experience in
administrative staff or professional work for the required experience.
3. Candidates may substitute U.S. Armed Forces military
service experience as a commissioned officer involving staff work related to
the administration of rules, regulations, policy, procedures and processes, or
overseeing or coordinating unit operations or functioning as a staff assistant
to a higher ranking commissioned officer on a year-for-year basis for the
required experience.
SELECTIVE QUALIFICATIONS
1. Experience with State, Federal, or county government procurement policies. Minimum two years of experience serving as primary procurement staff on procurements, from drafting and issuing RFP through the contract award and closeout of procurement. Will be required to become a Certified Maryland Procurement Officer within 8 months of hire date.
DESIRED OR PREFERRED QUALIFICATIONS
1. Bachelor's degree from an accredited college or university.
2. Minimum one year of experience with the State Financial Management System (FMIS) or a comparable federal or county government system.
