POSITION DUTIES

The Division of Classification and Salary is recruiting to fill three positions with career ladders. The main function of these positions are to interpret and apply the State Personnel Management System (SPMS) rules, regulations, and standards related to classification/compensation by: analyzing and evaluating classification and compensation issues, practices and requests of State agencies, and making technically sound recommendations; acting as a technical resource for several State agencies, and as a Statewide subject matter expert in assigned occupational areas. Two of the positions will be employed full-time at 100%, and one at 90%. 

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: A Bachelor’s degree from an accredited college or university

Experience: No experience (Personnel Specialist Trainee), one year (Personnel Specialist) and two years (Personnel Officer I) of professional personnel work in the areas of either: job analysis, job evaluation, salary administration, employee recruitment and selection, employer-employee relations, personnel program evaluation, or personnel policy formulation.

NOTES:  

1. Thirty graduate semester credits from a college or university in the fields of personnel administration, business administration, human resource management, public administration, statistics, tests and measurements or psychology may be substituted for one year of the general experience. 

2. Paraprofessional or professional personnel management work experience may be substituted on a year for year basis for up to four years of the required education.  Paraprofessional personnel management work is defined as work involving the applications of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying and interpreting personnel related reports, counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.

DESIRED OR PREFERRED QUALIFICATIONS

1. At least six months of professional personnel-related experience interpreting and applying personnel management system policies/rules, as well as explaining those policies/rules and providing guidance in their adherence. 

2. At least six months or more of professional work experience in the area of job evaluation or salary administration.

3. Experience using Microsoft Excel and/or Access in the design and management of spreadsheets and databases.

SELECTION PROCESS

You must possess the minimum qualifications to be considered for these positions. If you are scheduled to complete an educational requirement within six months of the assessment, you may participate in the process. Permanent State employees may also complete necessary experience requirements within six months of the date of the assessment. However, such candidates may not be eligible for hire until documentation has been received that the educational and/or experience requirements have been met.  Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.

The positions will be filled at either the Personnel Specialist Trainee, Personnel Specialist, or Personnel Officer I levels.
