Main Purpose of Job

The Maryland Lottery and Gaming Control Agency (MLGCA) is seeking a highly skilled individual to serve as an Table Game Revenue Auditor (Internal Auditor II) for its Gaming Division.  Using knowledge of audit and accounting principles and standards, this individual will assist in performance of audit procedures designed to provide assurance the table game revenue reported by licensed casinos is accurate and that table games operations are carried out in accordance with MLGCA regulations and approved internal controls.  The selected candidate must be proficient in conducting financial and operational internal audits of gaming operations that include elements for finance and compliance, economy and efficiency, and program results.  This position conducts daily audits of table game revenue generated by licensed casinos, table game operations, and other audits as assigned, which require the incumbent to work independently on site with limited supervision.  This position conducts interviews with casino staff, reviews documents and records for evidencing deficiencies in controls, employee performance, non-compliance or fraud.  The duties include complete audit functions including verifying, sampling, reviewing, confirming, observing, examining and reporting in such areas as financial accounting, operations activities, and other areas as assigned.  This position will ensure compliance is maintained with MLGCA Regulations (e.g., table game regulations and minimum internal control standards).  This position shall prepare audit workpapers, including recommendations for corrective action.  The incumbent works under the supervision of the Table Games Manager, who provides auditing services to the Gaming Division.  Candidates should possess excellent communications skills, be proficient in MS Word and Excel, possess excellent organizational skills and be able to work independently.  While the position primarily works a normal work schedule, some night and weekend work is possible.  Travel for training and special projects at other gaming facilities may be required.

POSITION DUTIES

  • Assist Director of Audit and Regulatory Compliance and Table Games Manager in performing table game daily auditing procedures designed to ensure accurate reporting of daily table game tax receipts and compliance with approved internal controls of licensed facilities.
  • Analyze and document business processes.
  • Review and evaluate the adequacy and effectiveness of internal controls and casino procedures.
  • Review and evaluate compliance with State Laws, Gaming Regulations, and minimum internal controls approved by the Maryland Lottery and Gaming Control Commission.
  • Conduct interviews and perform observations with casino personnel to ensure that the casino is complying with documented internal accounting controls.
  • Perform and document audit testing performed and conclusions.
  • Recommend corrective action for audit findings.
  • Assist in preparing audit report.
  • Perform follow-up to ensure findings are properly addressed by management.
  • Perform special projects as assigned

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:

1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional accounting experience for one year of auditing experience.

  • Excellent time management, interpersonal, oral and written communication skills
  • Demonstrated work experience performing duties assigned to position preferred
  • CIA preferred
  • Table game experience preferred

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
