Main Purpose of Job
The Maryland Health Benefit Exchange (MHBE) is a statewide program being developed as a new marketplace for individuals and small businesses in the State to purchase private health insurance coverage and have access to tax credits, reduced cost sharing, and public programs such as Medicaid. The Small Business Health Options Program (SHOP), a key provision of the federal Patient Protection and Affordable Care Act, must be fully functioning to begin operating on January 1, 2014 for health insurance coverage beginning on March 1, 2014.
The SHOP Program Manager is responsible for leading the development, implementation and continuous evaluation of the SHOP. He/She will work in coordination with the executive team and other MHBE team members in all aspects of development of the SHOP. This includes providing support for development and implementation of policies, processes, standards and procedures for eligibility determinations, enrollment, disenrollment, account management, collection of premiums from small businesses, and integration with partners including carriers and third party benefit administrators.
The SHOP Program Manager will have a solid understanding of federal and state requirements for operating the SHOP. Will research and analyze issues, practices, and programs associated with health insurance in the small group market. Develop working relationships with key external stakeholders to obtain input and gain support. Provide input into the implementation of the small group website functionality and participate in IT, Policy and Operations discussions related to SHOP. Coordinate activities to drive decision making.
After SHOP is launched, this position will be responsible for promoting the SHOP and communicating SHOP related information to external stakeholders (brokers, TPAs, carriers) in an effort to drive more participation from channel partners. Additionally, this person will be the MHBE internal subject matter expert on SHOP.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
DESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates will possess:
A minimum of seven years’ experience in a health care, health insurance, managed health care organization, or in health policy or employer health benefit procurement.
Experience in the small employer insurance sector, including working with small employers, health insurers, health coverage stakeholder groups and other interested parties.
In-depth understanding of broker distribution, client account management, and health care provider systems and organizations.
Experience with the design and implementation of plan designs and product selection for the employer insurance market and of major marketing campaigns to promote health insurance programs.
Experience with web site design and IT solutions for communication of options and enrollment in health plans. Familiarity with state and federal health care laws including the Affordable Care Act of 2010, the Maryland Health Benefit Exchange Acts of 2011, 2012, 2013.
Understanding of the policy issues associated with the health insurance market and the need for coverage for individuals and small employer sectors. In-depth understanding of eligibility determination, enrollment, billing, premium collection and invoicing.
Experience in the design and execution of strategic marketing plans. Superior verbal and written presentation skills are essential.
Experience in planning and execution Experience in managing complex priorities while working under demanding time pressure and under public scrutiny while maintaining composure.
