Main Purpose of Job

The Department of Natural Resources (DNR), Boating Services Unit, is currently accepting applications for a full-time Program Manager I, which serves as the Executive Director for Somers Cove Marina and Somers Cove Marina Commission (Commission) based in Crisfield, Maryland. The position is responsible for the management and administration of all activities for the marina including carrying out the policies and directives of the Commission in compliance with all applicable Maryland statutory requirements. The candidate selected for this position will serve at the pleasure of the Secretary of the DNR. The following are essential functions of this position (not all inclusive): develop marketing strategies and seek methods for optimizing revenue; represent the marina and Commission to outside entities and act as the public spokesperson to the media; develop an annual master plan for the operation, maintenance, development, and improvement of the Somers Cove Marina; administer the Somers Cove Marina Improvement Fund; prepare annual operating and capital budgets; oversee all accounting functions; procure goods and professional services in cooperation with the Marina Manager; responsible for grant applications and contracts management; oversee payroll for all Marina staff and approve expenses; execute leases of land and/or facilities; manage the development of human resources, employ staff and provide the direction, supervision, and evaluation of marina manager who is responsible for the day to day operations of Somers Cove Marina.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education:  Possession of a bachelor’s degree from an accredited four-year college or university in business administration, finance, marketing, accounting, or management.

Experience:  At least eight (8) years of experience in administrative or professional work.  Two (2) years of this experience must have involved the operation of a commercial marina. Two years of supervision of other employees and the development and execution of a budget.

Notes:                

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.

3. Candidates appointed to position in this classification will be assigned duties which require the operation of a motor vehicle. The selected candidate will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
