Main Purpose of Job

Conducts routine or unannounced inspections and complex, sensitive investigations to assure compliance with Maryland Title 15 Department of Agriculture Subtitle 05 Pesticide Use Control Chapters 01 and 02, Code of Federal Regulations 40 Parts 150 to 173 and the Federal, Insecticide, Fungicide and Rodenticide Act by those individuals involved in the manufacture, production, sale, distribution, storage, disposal, handling and use of pesticides. Enforcement activities directly support the State's goal of ensuring the health and safety of its citizens as well as protection of the environment including the Chesapeake Bay.

POSITION DUTIES

Independently schedules and conducts, complex and sensitive inspections and investigates and assists higher level inspectors with complex inspections and investigations of pest control businesses, permitted public agencies, dealers, pesticide producing establishments, air and sea ports, certified private applicators and individuals or organizations.

Responds to consumer complaints as necessary.

Prepares and independently completes inspection reports and or investigative reports.  Determines independently what evidence is needed to confirm violations observed and makes recommendations for corrective actions or enforcement of violations observed.

Collects samples of pesticides, pesticide products and other medium possibly containing or contaminated with pesticides; documents and photographs conditions observed; and recommends corrective actions.

Inspects, collects  and chips empty plastic pesticide containers as part of the pesticide container recycling program.

Administers examinations to persons seeking certification as commercial or private applicators.  Testifies in departmental and EPA administrative hearings, criminal and civil proceedings.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:
Two years of experience in one of the following: production, processing, marketing, grading or inspection of agricultural products or chemicals; assisting veterinarians in care and management of animals; animal disease control; care or management of livestock or inspecting veterinary hospitals, riding stables or livestock dealers; installation, inspection, repair, or testing of weighting, volumetric measuring or counting devices; inspecting labeling and packaging; pesticide sales, use, regulation, or application; production, maintenance or inspection of a tree plantation or nursery stock; pest or weed control; wildlife population censuring; or the production, sales, inspection or testing of seed or turf products.

Note:
Education at an accredited college or university with courses in agriculture; animal, biological, environmental, food or physical sciences; chemistry; mathematics; engineering, or law enforcement may be substituted at a rate of fifteen credit hours for each year of the required experience for up to two years of experience.

DESIRED OR PREFERRED QUALIFICATIONS

2 years experience in pesticide service work or pesticide sales.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator license’s valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this class may be assigned to any county or region of the State and may be required to establish residence within their assigned geographic area.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
