LOCATION OF POSITION
Main Purpose of Job
The Maryland Department of Budget and Management (DBM) is seeking a talented and progressive individual to direct the classification and salary administration systems for the State Personnel Management System (SPMS) within Maryland State government. The selected individual will be able to work independently, and be an innovator. This position reports to the Deputy Executive Director for the Office of Personnel Services and Benefits (OPSB). This individual will provide Statewide leadership, guidance and training to agencies in the areas of SPMS classification and salary administration systems, State and federal overtime laws and regulations, and the development of alternative solutions to classification and salary administrations issues. This is a Management Service position, which serves at the pleasure of the appointing authority.
The following are essential functions of this position (not all-inclusive):
Directs the development and maintenance of multiple salary schedules, guidelines and procedures for salary administration;
Directs maintenance of a classification system with 2500+ job titles, multiple occupations and used by over 40 State agencies;
Plans, organizes, and manages the work and development of CAS professional and support staff;
Coordinates salary schedule changes with information technology and transaction processing staff at DBM and with staff from the Central Payroll Bureau, Comptroller of Maryland;
Coordinates implementation of new classification series and mass changes to position and classification-based data;
Oversees the analysis of data and preparation of reports, charts and recommendations used by executive staff for issues related to workforce planning, costs for salary changes, and the impact of proposed legislation and collective bargaining proposals;
Ensures SPMS compliance with federal and State laws and regulations such as the Fair Labor Standards Act, and Titles 6, 7 and 8 of the Annotated Code of Maryland, State Personnel and Pensions Article;
Oversees the development and delivery of training and technical support to agency personnel offices;
Provides authoritative guidance and direction to agency managers and professional staff on SPMS classification salary administration programs, guidelines and policies;
Researches and remains abreast of innovations in recruitment, retention and salary administration programs to deal with workforce planning issues used by other governmental and private sector employers; and
Represents the Department with officials of State agencies and local governments and with staff of the Maryland Legislature, concerning classification, salary administration and workforce planning issues, as well as in contested case proceedings at the Office of Administrative Hearings.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: Possession of a bachelor's degree from an accredited four-year college or university (or equivalent).
Experience: Six years of professional personnel management work, with a minimum of two years in a supervisory capacity.
Experience in developing and maintaining classification structures, salary schedules and salary administration programs highly desirable.
Extensive knowledge of various methods and systems used for the classification structures and administration of salaries for executive, managerial, professional, technical, administrative and police and fire occupations;
Substantial knowledge of federal and State laws related to payment of overtime, distinctions between exempt and non-exempt employees and uniform employee selection guidelines;
Demonstrated high level of proficiency with MS Office Suite (Excel, Word and Access). Significant end-user knowledge of mainframe or web-based information systems and database management is highly desirable.
Excellent oral and written communication skills; and
Demonstrated ability to work under tight timelines and with all levels of management.
