Introduction
The Maryland Department of Labor, Licensing and Regulation (DLLR) / Office of Financial Regulation (OFR) is accepting applications from qualified candidates for the CONTRACTUAL position of Program Manager II.
This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job
This position will serve as the Director of Foreclosure Outreach.
POSITION DUTIES
This position will lead the Agency's outreach related to foreclosure issues to public, industry and other interested parties. The individual will oversee the filings and operations of the State's Foreclosed Property Registry as well as the Notice of Intent to Foreclose (NOI) Register. The Foreclosed Property Registry is used to gather information regarding ownership of properties after a foreclosure sale and before deed recordation. The system is accessed by local jurisdictions to ensure properties are maintained. The NOI registry collects information on Notices of Intent to Foreclose that are used for outreach. The Director will evaluate both registries for any alternative uses that may be helpful.
This position will assist homeowners regarding foreclosure difficulties, and maintain relationships with public/non-profit resources. The Director will work closely with the Agency's Assistant Attorney General (AAG) dedicated to foreclosure related issues.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: Possession of a bachelor's degree from an accredited four-year college or university.
Experience: Three (3) years of experience in foreclosure related administrative work.
DESIRED OR PREFERRED QUALIFICATIONS
1) Possession of a Certified Housing Counselor certificate from NeighborWorks Center for Home Ownership, Education and Counseling (NCHEC).
2) Experience in interpretaton and/or implementation of regulatory statutes and regulations.
3) Well-developed communication (written/verbal) skills.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Due to the contractual nature of the position, the selected candidate will be paid only for hours worked.
