Main Purpose of Job

Under the close supervision of the Intelligence and Investigative Division (IID) Director and Supervisors, learns to conduct administrative and criminal investigations within the various Divisions and Units of the Department of Public Safety and Correctional Services. These duties are carried out with total police/law enforcement powers as bestowed by Maryland State law for individuals completing training as a police officer in the State of Maryland, as provided for by the Maryland Police and Correctional Training Commission.

POSITION DUTIES

An Intelligence and Investigative Division (IID) Detective Provisional is the entry level of investigation work involving allegations of misconduct or suspected criminal activity by employees of the Department of Public Safety and Correctional Services, adult inmates confined in a correctional facility or any individual that has contact with the employees or clients, such as arrestees, detainees, or parolees of the Department. Employees in this classification do not have supervisory responsibility.

Employees receive close supervision from an Intelligence and Investigative Division (IID) Detective Lieutenant or other designated administrator. Employees are subject to call-in during emergencies and staffing shortages and may work a rotating shift, holidays and weekends. Employees may be required to physically subdue and restrain those under investigation and must wear protective clothing such as gloves, helmets, riot or ballistic vests when the need arises. Employees are exposed to crime scenes in which expired persons, toxic or dangerous substances may be present. The work will require the collection of evidence that may include searching hazardous environments such as dumpsters, landfills, garbage cans, etc. Employees may be required to work outdoors in all types of weather conditions.

The Intelligence and Investigative Division (IID) Detective Provisional attends Police Training Commission courses and other training courses required by the Department, and learns to perform duties under close supervision. The Intelligence and Investigative Division (IID) Detective Sergeant is certified by the State of Maryland as a Police Officer, and performs the full range of duties under general supervision.

 

MINIMUM QUALIFICATIONS

Education: High school diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Police Training Commission regulation.

 Experience: Two years of experience in the criminal justice field as a Correctional Officer, Police Officer, or Parole and Probation Agent, federal or state or local law enforcement officer or other related profession.

 Notes:

 1. The above educational requirement is set by the Police Training Commission in accordance with Public Safety Article, Section 3-207.

2. Applicants may substitute college education for the required general experience at the rate of 60 college credits, including at least 15 credits of criminal justice courses, up to one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in special investigations or military police classifications or specialty codes in the criminal justice field of work at the rate of two years of military experience for one year of experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In order to meet this police officer certification requirement a copy of your certification must accompany your application. To submit the qualifying document (s) please read the further instructions at the bottom of this job announcment.

1. Candidates for positions in this classification must possess a current police officer certification, as required by the Maryland Police and Correctional Training Commission. Re-certification criteria for formerly certified police officers are listed in the Code of Maryland Regulations 12.04.01.07. Employees who fail to obtain the required certification by the end of six months of continuous employment with the hiring department shall be subject to disciplinary action including demotion, suspension and dismissal.  

2. Applicants formerly certified by the Maryland Police and Correctional Training Commission as a police officer within the past three years who are eligible for recertification at the time of appointment meet the certification requirement for this classification. The recertification criteria are listed in the Code of Maryland Regulations 12.04.01.07, available at the Maryland Police and Correctional Training Commission.  

3. Candidates will be given a medical examination to determine their ability to perform job-related functions. Employees in this classification will be required to bear firearms, and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.

4. Employees are subject to call-in on 24-hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached, and carry a mobile phone.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, 12.04.01 and Police Training Commission General Regulation .01-1, Testing for Illegal Use of Drugs.

EXAMINATION PROCESS

All persons who meet the minimum qualifications and police certification requirements will be placed on the employment (eligible) list for at least one year.
