Main Purpose of Job
POSITION DUTIES
Duties for this position include but are not limited to:
Provide direction and guidance to procurement staff of State agencies and assign, review and approve the work and train lower-level Procurement Analysts;
Provide direction and guidance to IT functions in all aspects of the procurement process including attending agency drafting RFP, IFB and RFR, attending pre-bid or pre-proposal conferences, meeting with agency procurement staff and IT staff to discuss results of procurement analyses and conducting formal and informal training for agency procurement staff in State procurement laws, regulations, policies and procedures;
Draft, assign, review and approve all IT procurement documents for release, assemble statistical and narrative data and prepare reports for use in evaluating MHBE procurement activity, assist IT in all procurement activities including advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, overseeing departmental evaluation committees, conducting vendor debriefings, responding to protests regarding proposed awards and monitoring contract performance;
In conjunction with the Procurement Officer, participate and schedule discussions and contract negotiations with offerors.
Prepare minutes of pre-bid and pre-proposal conferences, addenda and amendments to solicitations, formulate responses to written questions from potential bidders and offerors.
Perform other related duties including assisting the PMO Director and the Contract Monitors in processing vendor invoices, establishing and maintaining vendor communications, assisting the Chief Information Officer in the preparation of IT finance and budget related documents.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s Degree from an accredited college or university.
Experience: Two years of experience in IT contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.
Notes:
1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.
2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.
3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.
4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Candidates with experience involving managing contracts for IT and IT services and/or familiarity with Maryland's Financial Management Information System (FMIS) are desired.
Preference will be given to candidates with knowledge IT Procurements and knowledge of Maryland COMAR Title 21.
