The Maryland Department of the Environment (MDE) is seeking to hire a Program Manger III position within the Water Management Administration/Water Supply Program.

This is a position specific recruitment for MDE.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The main purpose of this position is to serve as the Deputy Administrator responsible for the day to day operation of the Water Supply Program. The mission of the Program is to ensure that Maryland’s public drinking water systems provide safe and adequate water to the users in Maryland, and that appropriate usage, planning, and conservation policies of Maryland’s water resources are implemented.   

As the Deputy, the selected applicant is responsible for providing technical support and guidance on diverse activities of the Water Supply Program including activities associated with public health protection, water resource management, water system safety and security, and grant management. The Water Supply Program consists of four divisions, with more than 50 professional staff of engineers, geologists, environmental specialists, sanitarians, and other skilled professional and administrative staff. This position may also require the selected candidate to represent the department on various technical and regulatory committees and communicate the department’s perspective to a diverse audience including public, local governments, environmental groups, utilities, legislatures, and other stakeholders. This position is a Management Service position and serves at the pleasure of the Appointing Authority

MINIMUM QUALIFICATIONS

EDUCATION:  Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in engineering, biological, environmental, physical sciences, law or other appropriate technical education.  

EXPERIENCE:  Five years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.  

NOTES:

(1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.

(2) Registration as a Professional Engineer may be substituted for the required education.

(3) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Three years of experience involving regulations with drinking water including implementation of the Safe Drinking Water Act;
  • Knowledge of water system capacity, operation, treatment, sources and familiarity with Maryland hydrogeology and aquifers;
  • Knowledge of water issues facing communities in Maryland based on geography and geology of the State;
  • Broad knowledge of water security and issues facing water suppliers including the available State and federal funding sources;
  • Experience in budget management and tracking of various State and Federal sources of funding;
  • Registration as a Professional Engineer in Maryland or any other States with the ability to obtain Maryland’s registration within six month of employment;
  • Additional experience/degree in geology, hydrogeology, finance or law is preferred.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences. The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
