Main Purpose of Job

This is an advanced level of professional counseling where knowledge and skill regarding the assessment and treatment of inmates with a serious mental illness is required. Extensive experience in the specialty areas of behavior management and cognitive behavioral treatment is needed. As an advanced counselor this employee provides instruction, guidance, and consultation to lower-level Mental Health Professional Counselors, Psychology Associates, and other staff in working with defined treatment and population areas. This position applies directly to the mission a specific nature of the Maryland Correctional Institution-Women and the desire to implement effective programming for maximum security inmates.

POSITION DUTIES

Administratively supervise the employees within the psychology department at Maryland Correction Institution-Women (MCIW), focusing on applicable state and federal law as it applies to mental health services, ethical and professional conduct, confidentiality, report preparation, and record maintenance.

Provides clinical supervision to other licensed graduate professional counselors, licensed clinical professional counselors, or those seeking that license.

Ensure that the monthly statistical report is completed and submitted to Headquarters

Ensure that the monthly program statistical report is submitted to the Assistant Warden’s Office.

Reviews daily change sheets to complete chart reviews of each new transfer to Maryland Correction Institution-Women (MCIW).

Develops or modifies departmental operating policies and procedures to correspond with the regulations and directives of the institutions and to improve the efficiency of the Maryland Correction Institution-Women (MCIW) psychology department.

Assists in planning, developing, and revising policies and procedures to improve the effectiveness of the Special Needs Unit population.

Reviews 2-24 month release list to ensure that appropriate referrals are made to social work for release planning.

Coordinates mental health services with other institutional staff members including psychiatry, medical, custody, social work, addictions, administration, etc.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Certified Professional Counselors.

Experience: Two years of experience providing professional counseling to clients with mental health disorders by using assessment, evaluation, intervention, rehabilitation and treatment regimens.

Note: 1. These requirements are established by the Maryland State Board of Professional Counselors and Therapists. The Department of Budget and Management, Office of Personnel Services and Benefits does not have the authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Mental or Behavioral Health Counseling classifications or Mental or Behavioral Health Nursing and Specialist specialty codes in the counseling field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.05, candidates placed in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Professional Counselor.

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

All persons who meet the minimum qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
