Main Purpose of Job

A Clinical Pharmacist is the advanced level of work in providing clinical services that contribute directly to patient care of a select population and developing and promoting the rationale and appropriate use of medicinal products and devices. This position is the full performance level of work that is responsible for the regulatory inspection functions of the Office of Controlled Substances Administration (OCSA). This position participates in the Administration's mission critical activities to protect the citizens of Maryland by conducting regulatory inspections of pharmacies and any establishment that manufacturers, distributes, dispenses or conducts research with controlled dangerous substances (CDS). CDS registered establishments include, among others, the State's opioid treatment programs (OTP), long term care (LTC) facilities, assisted living facilities (ASF), and authorized practitioners who prescribe CDS, including physicians, dentists, veterinarians, nurse practitioners, physician assistants and podiatrists. Inspections are conducted to determine compliance with State and Federal statutes, regulations and policies. This position gives priority to pharmacy inspections and audits. Additional mission critical activities include assisting in joint Federal-State investigations with U.S. Drug Enforcement Administration (DEA) and the U.S. Food and Drug Administration (FDA), assisting in special OCSA CDS diversion investigations, drug inventory reviews and special assignment referred from professional licensing boards (e.g., Board of Pharmacy, Board of Physicians, etc.). This position also provides administrative support and expertise to the Enforcement Division's Chief and the Administration's Deputy Director.


Education:    Graduation from an accredited School of Pharmacy with a doctorate in Pharmacy (PharmD).

Experience:  One year of clinical pharmacy experience as a Registered Pharmacist.


1.  Candidates may substitute four additional years of clinical experience as a Registered Pharmacist for the required education.

2.  Experience gained during a formal residency program may be applied to the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Pharmacist classifications or Pharmacist specialty codes in the Pharmacist field of work on a year-for-year basis for the required experience.


The successful candidate should have an active Maryland Pharmacist license and a thorough knowledge of Maryland and Federal statutes, regulations and policies that regulate the prescribing, dispensing, administering, distributing and manufacturing of controlled substances (CDS) and prescription drugs.


Candidates for positions in this classification must possess a current license as a Registered Pharmacist from the Maryland State Board of Pharmacy, 4201 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your license must be attached to the application.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
