Main Purpose of Job

An Occupational Safety and Health Compliance Hygienist I is the entry level of work at the Department of Labor, Licensing and Regulation involving the inspection, research and analysis of the effect of chemical or physical workplace hazards on worker health. Employees help to control or eliminate workplace hazards through compliance and enforcement measures designed to provide corrective action for violators of the Maryland Occupational Safety and Health Law.

POSITION DUTIES

Participates in formal and on-the-job training programs related to safety and health inspection.  Learns how to interpret complex technical standards, policies and procedures necessary for enforcement of the Maryland Occupational Safety and Health Law.  

Under supervision, observes and participates in routine safety and health inspections and interventions in private and public sector establishments.  

Develops, prepares and submits oral and/or written reports of field activity as required and requested.   Performs other duties as assigned by management.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in industrial hygiene, physical science or life science which includes twelve credit semester hours in chemistry and eighteen additional semester credit hours in any combination of the following: chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology or industrial hygiene.

 Experience: None.

 Note: 1. Experience inspecting, researching and analyzing chemical and physical workplace hazards affecting employee health may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Bilingual applicants are encouraged to apply.
  • Professional certification in industrial hygiene or occupational safety and health (such as CIH, CSP, ASP)
  • Related experience such as performing occupational safety and health inspections, identifying and assessing occupational exposures affecting employee health, operating industrial hygiene equipment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
