Main Purpose of Job

The main purpose of this position is to conduct procurement activities in accordance with State procurement laws, regulations and procedures to efficiently provide agency staff with the goods and services required to provide human services meeting the agency's mission of promoting the growth and development of individuals and families, empowering people in need and protecting vulnerable children and adults.

POSITION DUTIES

Procures Goods, equipment, supplies, services and other needs obtained via the competitive or negotiated procurement process on behalf of Harford County Department of Social Services (HCDSS) in accordance with State Procurement laws, regulations and procedures. Reviews and analyzes purchase requisitions and determines minimum vendor requirement and appropriate procurement method. Participates in all aspects of the procurement process including pre-bid or pre-approval conferences, bid openings, price negotiations, contract evaluation and preparation of procurement transmittals and assembling procurement packages. Utilizes Financial Management Information Systems (FMIS) to create, modify, close or delete requisitions and purchase orders. Processes requisitions for Department of Human Services (DHS) forms. Maintains spreadsheets with data critical to Year-End Close process, such as supply expenditures, telecommunications costs and copier expenses. Process invoices for payment through various State Accounting Systems and produce checks for Administration, Public Assistance and Special Funds Accounts.

MINIMUM QUALIFICATIONS

Please describe in detail any specific job duties relating to the minimum qualifications stated below.

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. One or more years experience packaging and processing procurements using the Maryland State procurement processing system.

2. One or more years experience using the Maryland State Finance Management Information System (FMIS) system.

3. One or more years experience in writing contracts as well as evaluating contracts for efficiency and fiscal responsibility.

4. One or more years experience using Microsoft Excel to generate spreadsheets for tracking purposes.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
