Main Purpose of Job

The Plan of Service Consultant (PSC) (Medical Care Program Specialist II) will render decisions for individuals applying for/or participating in the Home and Community-Based Options Waiver (CO), Maryland's Community First Choice (CFC), Community Personal Assistance Services (CPAS) and Increased Community Services (ICS) programs. The individual in this position applies CO, CFC, ICS, Medicaid, Maryland Board of Nursing (MBON) regulations and Money Follows the Person (MFP) policies as well as state and federal regulations to review Plans of Service (POS). The PSC communicates regularly with Support Planners, Local Health Departments, providers, and Maryland Department of Health (MDH) personnel to obtain pertinent information to ensure the participants and/or applicants' health and safety in the community. This position relates to the agency mission of ensuring Maryland disabled and aging residents who have the option of receiving services to allow them to live independently in a community setting as opposed to an institution.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Three years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs.

NOTE:

1.  Additional administrative or professional experience applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs or in a health or human service program may be substituted on a year-for-year basis for the required education.

2.  A Master's degree in the related field of work can be substituted for the required experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analyst classifications or Health Services Management specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
