Introduction

Our mission is to ensure that Marylanders are provided the tools needed to prepare for, mitigate against, respond to, and recover from emergencies & disasters.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

Main Purpose of Job

The main purpose of this position is to develop strategic direction for the policies, programs, and plans of the agency. A particular focus will be to drive initiatives within the agency that promote innovation and collaboration throughout the emergency management community in Maryland and focus on reducing and eliminating risk through evidence based, data driven decisions. This position assists in leading the State's Disaster Risk Reduction program.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Support the development of long-term goals and strategic objectives for the agency, with a heavy focus on risk reduction
  • Coordinate the Disaster Risk Reduction program and associated efforts
  • Support Maryland's strategic goals and objectives for homeland security and emergency management
  • Support and participate in workgroups as well as support Disaster Risk Reduction Directorate and overall Agency initiatives and programs
  • Conduct hazard and risk analysis and develop related products and plans
  • Emergency and disaster response and recovery operations as needed and/or assigned by Agency Executive Director, Directors, or Operations Personnel

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Planning. 

Experience: Three years of experience in planning.

1. Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year of experience in planning for the required education.

 2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for two years of the required experience.

 3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year in planning for the required degree in Planning.

 4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 5. Candidates may substitute a Ph.D. from an accredited college or university in Planning, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs for one year of the required experience.

 6. Candidates may substitute a Ph.D. from an accredited college or university in Planning for the required education and two years of the required experience.

7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification.  (Include clear and specific information on your application regarding the qualifications.

Experience staffing an Emergency Operations Center (EOC) in a real-world emergency incident or exercise.
