Main Purpose of Job

This position functions as a Central Mail-Room Courier for the Department of Human Services (DHS), Division of Administrative Operations (DAO), and Central Offices. The incumbent in this position assures the safe and prompt delivery, collection and processing of all written communication for DHS Central Offices.


Assures proper collection and distribution of mail; collects, delivers and sorts U.S. courier mail to customers, and determines most cost efficient method of mail delivery and postage; picks-up and delivers mail within DHS and Central Offices daily by 9:30 a.m. and 2:30 p.m.

Examines and organizes all mail for districts, post offices, DHS, and Central locations; communicates mailroom inquires to DHS employees and public as needed; and informs staff as well as the public of departmental rules, regulations, and procedures pertaining to mailroom deliver.

Screens and separates mass mail into flat trays or tubs for district post offices; separates parcels from flats moving mail from carts to sorting machinery; loads mail trays for letters flats and packages to ensure accuracy, legible address, return address and correct zip codes.

Distributes and processes numerous amounts of mail by unloading, reloading, sorting and packaging for delivery; identifies undeliverable, inter-departmental, certified, express and hand-delivered mail; and sorts packages in accordance to drop off points.

Keeps log of mail transported to ensure accuracy of delivery; performs special work assignments requiring independent judgment and decision making, maintains fleet guidelines for daily vehicle inspection and reports all vehicle accidents/hazards to unit Administrator and Fleet Manager for repairs.


Education:   Completion of the eighth grade.

Experience: One year experience performing clerical duties in an office environment. 


1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate may be substituted for six months of the required experience.

3. Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, data base, graphics presentation, proofreading, or office etiquette may be substituted for six months of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical or Office Services specialty codes in the Clerical Support field of work on a year-for-year basis for the required experience.


The ideal candidate will possess:

Driver's license and be available to travel daily.

Ability to lift up to 50 pounds and able to bend, carry, kneel and climb.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
