This is a Position-Specific Recruitment for the Montgomery County Office of Child Support. There is a Selective Qualification. Candidates must meet both the Minimum and Selective Qualifications for approval.

Main Purpose of Job

Incumbent in this position performs as a senior level manager responsible for providing professional, administrative and supervisory staff work in managing the daily operations of the Establishment Unit/Legal Unit of the Programs Division for the Montgomery County Office of Child Support Enforcement. The individual's work will be reviewed by the Deputy Director for accomplishment of unit goals and improvement in operational efficiency and effectiveness. The individual in this position receives instructions from and reports to the Deputy Director.

POSITION DUTIES

This position plans, directs, organizes, leads and coordinates the administration of Child Support Enforcement programs; locating customers, establishing paternity and support orders, modifying and enforcing child support orders; communicates effectively with child support advisors, State agencies, Sheriff's department, Masters, Judges, committees, workgroups and other child support agencies to ensure optimum service to our customers; interprets, monitors and administers new child support policies and procedures to ensure compliance with local, State and federal policies and procedures.; ensures adequate unit coverage at all times; oversees the daily operations of the agency in the absence of the Director and Deputy Director; provides customer service to both internal and external customers that meets or exceeds the standards set by the Department; monitors and tracks performance of an assigned Program Unit; identifies problematic areas and makes recommendations for improvement to the Deputy Director/Director; plans, directs, organizes, leads and coordinates the daily activities of the Establishment and Legal Unit (with the exception of the agency attorneys) to ensure compliance with federal, State and local policies and procedures.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the Selective Qualification to be considered. Include clear and specific information on your application regarding the qualification.

One year of the minimum required experience must have been in conducting program monitoring and compliance in a Child Support Administration program.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

Experience processing court order modifications using principles of discovery and interrogatories.

Experience in a supervisory position providing technical assistance and guidance for five or more employees.

Experience drafting documents utilizing Microsoft Office Word and Excel applications.
