Introduction

This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future recruitments for  the Department of Public Safety & Correctional Services (DPSCS). Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

The responsibility of this position is to perform daily administrative functions within the Sex Offender Registry Unit (SORU) and to ensure compliance with Criminal Procedure Article 11-702 through 11-722, COMAR 12.06.01.00 through 12.06.01.15, and SORU standard operating procedures. This position is responsible for all aspects of the completion of initial registrations for each offender. This Administrative Specialist III provides guidance and instruction to the SORU frontline staff, local law enforcement officers, DOC correctional case managers, and local detention centers on how to use, enter, clear and cancel records in to the Maryland Online Sex Offender Registry Database (MOSOR). This position monitors and makes certain that the activities and communications of the SORU with external agencies are in compliance with state and federal law. This position also created and reviews logs used by frontline SORU employees to evaluate and analyze errors in an effort to ensure accuracy within MOSOR. This position recommends to the SORU Manager and Supervisor specific training for SORU employees, local law enforcement officer and correctional case managers based on errors and inaccuracies they find in logs, data and documents; provides on the spot training as necessary. This position performs under general supervision and works independently. Unusual problems or difficulties are referred to the unit Supervisor for discussion and advice.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Obtains, analyzes, and interprets all initial registration information to ensure that it is accurate, complete, and compliant with Maryland law.  The person in this position researches and compiles registrant information contained in the following databases NCIC, MD RAPS, Ident/Index, and also OBII, OBSG, MVA, Maryland Judiciary Case Search, the Master Death File, and various other resource systems.  Position uses secondary resources and databases to verify registration data errors or misinformation provided to the unit by local law enforcement officers or correctional case managers.  The person in this position submits all completed initial registrations to the SORU Supervisor or Manager for final approval and publication to the public website, NCIC and VINE.
  • Provide one-on-one training on the correct usage of the Maryland Online Sex Offender Registry Database and how to perform sex offender registration notifications.  The training will be provided to Division of Correction Case Managers, Department of Health and Mental Hygiene administration employees, Department of Juvenile Services Case Managers, local police department employees, and local detention center officers.
  • Creates and verifies logs that are maintained by other frontline employees for duplicate entries, errors, out of state registrations, pending registrations, and in order to track and report inaccuracies and make corrections to the system.  Also maintains a non-compliant tracking log used by all SOR Unit employees to develop and implement notification and follow-up procedures to inform local law enforcement agencies of potential leads or intelligence information relating to sex offenders.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are strongly preferred, not required:

One year of experience using CJIS systems such as NCIC, MDRAPS, Ident/Index, OCMS 

One year of experience adapting, interpreting and applying the laws, rules and regulations governing the Sex Offender Registration Program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
