Main Purpose of Job

The Administrator Officer III/Procurement and Maintenance Officer's principal responsibility is to provide support to the Director, Deputy Director of Facility Maintenance and the Procurement Director along with administrative oversight for all facilities maintenance specifications for all DJS facilities and offices which includes: 38 leased properties, 120 W. Fayette Street, Charles H. Hickey Jr. School, Baltimore City Juvenile Justice Center, Cheltenham Youth Facility, Maryland Youth Residence Center, J. DeWeese Carter Center, Alfred d. Noyes Center, Thomas J.S. Waxter Children's Center, William Donald Schaefer House and various groups homes and per diem locations.

POSITION DUTIES

The Administrative Officer III/Procurement and Maintenance Officer will coordinate and provide administrative oversight for all facilities maintenance specifications, contract maintenance, facilities maintenance, contract management and other operational functions. The incumbent will review and approve requisitions submitted in FMIS. The position will also participate in developing policies, procedures and performance standards designed to improve the quality and effectiveness of maintenance and service deliveries; creates and monitors procedures to ensure compliance with all applicable laws, regulations (COMAR Title 21), policies, procedures, Department requirements, and external agency standards or protocols. The position will conduct, prep, and setup Pre-bid Proposal conferences, site visits, travel to facilities to monitor constructions and maintenance jobs.  The  position will solicit, evaluate, negotiate, award and administer supply, maintenance and service contracts for all DJS facilities and offices according to state procurement laws and regulations.  The incumbent must complete duties in accordance with sound business practices inclusive of checks and balances designed to ensure faithful compliance with control processes.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Of the required three years’ experience one year must include experience in contract management and/or procurement of commodities and/or services.

DESIRED OR PREFERRED QUALIFICATIONS

1. Three years experience and proficiency with Microsoft Excel to track contracts and/or projects.

2. Three years experience in contract management and/or procurement of commodities and/or services.

3. Strong written and oral communication skills.

4. Ability to prioritize and multi-task effectively.

5. Flexibility in a busy environment.

6. Strong time management, priority setting and problem-solving skills.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
