Main Purpose of Job

This position serves as Deputy Chief of Staff for the Baltimore City Department of Social Services (BCDSS). The purpose of this position is to assist in ensuring the efficient and functional operation of the BCDSS in order to guarantee the successful execution of work required to meet the agency's mission and goals and to meet the needs of the agency's customers.


This position represents the Director/Chief of Staff with supervising the Director's Suite administrative staff; works in close partnership with management staff at the Division of Administrative Operations (DAO) ensuring smooth operations of critical areas of work including fleet, facilities, security, information technology, inventory control and office supplies, mail service, closed records and lease operations; troubleshoots issues that arise to ensure that BCDSS is communicating in a manner that is consistent with the intentions of DAO and the proper administration of government operations; ensures that the vision and agenda of the Director and agency are well known and clear to internal and external stakeholders; schedules, coordinates, prioritizes and manages calendar and appointments for the Director; creates, develops and implements internal communication plans; drafts press releases and statements to address media; manages State vehicles, gas, maintenance and city parking passes; manages customer service issues and prepares reports.

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.


1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.


One year of the required minimum qualification experience must have been in overseeing or coordinating agency operations.

You must meet both the minimum qualifications AND the Selective Qualifications. The Selective Qualification is required for approval; there are no substitutions.


The ideal candidate will possess:  

1. Bachelor's Degree in Business Administration, Public Policy or closely related field.  

2. One or more years experience preparing confidential documents and/or reports for executive management.

3. One or more years experience using Microsoft Office Suite, PowerPoint, Word, Excel, etc.

4. One or more years experience working for managerial or executive staff.

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
