Main Purpose of Job

This position is under the direction of the Deputy Director, Systems Management and supervision of the Director of Managed Care and Quality Improvement. This position will be functioning with advanced clinical and administrative knowledge, skills and abilities. This position will provide ongoing leadership of the Behavioral Health Administration's (BHA) accreditation initiative and associated compliance processes. The purpose of this position is to ensure the successful transition of all community-based behavioral health programs from the existing regulations (COMAR 10.21 and 10.47) to newly approved regulations (COMAR 10.63) and the long term maintenance of those programs under the aforementioned regulations. The magnitude of this transition and maintenance effort involves more than 500 current behavioral health providers with multiple program types and sites, as well as an unknown number of new behavioral health providers. Additionally, this position is the front-line point of contact for consultation, collaboration and ongoing interface with four different accreditation bodies, each with more than sixteen different standards with which this position must become intricately familiar.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The strongly preferred candidate will possess the following:

  • Master's degree in a Behavioral Health (mental health/substance use disorder), Public Health, Health Science, or related field
  • Three years of program management experience, including leadership of interagency initiatives/processes
  • Two years of experience supervising professional staff
  • Strong analytical, collaboration, writing, organizational, and problem solving skills
  • Knowledge/understanding of and experience applying State regulations and/or accreditation standards

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
